Job Overview:
The ATSEP Training & Competency Expert position is designed for a professional who will take on a pivotal role in the training and development of technical staff within the Maastricht Upper Area Control Centre (MUAC). The selected candidate will be responsible for designing, planning, reviewing, and delivering competency-based training and assessment tailored specifically for Air Traffic Services Electronics Personnel (ATSEP). This role requires collaboration with subject matter experts and trainers to ensure that training aligns with the latest regulations and best practices in operational and technical training methodologies. The expert will also serve as a trainer and coach, developing training plans and materials that address specific development needs. Additionally, the role involves maintaining and adapting competency models, leading the development of digital training platforms, and producing reports on training activities. The expert will work closely with internal and external stakeholders to ensure alignment with regulatory developments and contribute to the overall training strategy of the organization.

Duties and Responsibilities:
  • Design, plan, and deliver competency-based training and assessment for MUAC technical staff, ensuring compliance with applicable regulations.
  • Collaborate with subject matter experts to develop training materials, including presentations and e-books.
  • Maintain and adapt competency models and profiles, identifying gaps in knowledge and skills.
  • Lead the development of digital platforms and tools for training, incorporating user feedback.
  • Produce reports on training activities and conduct coaching and personal development sessions.
  • Provide expert advice and contribute to the Training team’s activities.
  • Collaborate with stakeholders to align training practices with regulatory developments.
  • Carry out additional tasks as required to support the main purpose of the job.

Required Qualifications:
Candidates must have completed relevant third-level studies in fields such as psychology or Learning & Development, meeting the European Qualifications Framework (EQF) Level 6, along with at least four years of relevant professional experience. Alternatively, candidates with EQF Level 7 qualifications and at least three years of experience are also eligible. A Train-The-Trainers certificate is required. Candidates should have experience in competency-based training and assessment, particularly in technical or operational domains, and should be adept at delivering training to diverse audiences. Familiarity with modern training design methodologies and pedagogical skills is essential, along with the ability to motivate and engage participants effectively.

Educational Background:
The educational background required for this position includes a relevant third-level degree in psychology, Learning & Development, or a related field. Candidates must meet the European Qualifications Framework (EQF) Level 6 or Level 7 criteria, which indicates a high level of academic achievement and expertise in the relevant area of study. This educational foundation is crucial for understanding the complexities of training and competency assessment in a technical environment.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with EQF Level 6 qualifications, or at least three years for those with EQF Level 7 qualifications. Candidates should have substantial experience in competency-based training and assessment, particularly within technical or operational contexts. Experience in designing and delivering innovative learning solutions and training techniques is also essential, as is a strong understanding of assessment methods and performance enhancement tools in technical training.

Languages:
Proficiency in English at level C1 (oral and written) is mandatory for this position, as it is one of the working languages of the Agency. Candidates should be able to adapt their communication style to different audiences and situations. While proficiency in French is also beneficial, it is not a mandatory requirement for this role.

Additional Notes:
The position is classified as an Administrator role at levels AD6-AD9, with a duration of five years, subject to renewal or conversion under specific conditions. The selected candidate must reside in Maastricht or a reasonable proximity to fulfill their duties effectively. The working arrangement includes a hybrid model combining onsite presence with remote work opportunities, although full-time remote work is not permitted. Candidates must complete a nine-month probationary period before being established in the post.
