Job Overview: The Public Health and Partnership Officer will play a pivotal role in the transition of health services for refugees in Melkadida, Ethiopia. This position involves working closely with regional and local health authorities to operationalize pathways for refugee inclusion in national health systems. The officer will be responsible for planning, coordinating, and implementing public health programs that align with national standards and financing mechanisms. The role requires a comprehensive understanding of public health programming, including primary healthcare, reproductive health, and disease control, with a focus on ensuring continuity and quality of care for both refugees and host communities. The officer will also oversee dedicated public health funding to strengthen service delivery and build government capacity.
Duties and Responsibilities: The duties of the Public Health and Partnership Officer include supporting the design and implementation of public health programs, leading the transition of health facilities to government management, coordinating assessments with health authorities, and strengthening partnerships with various stakeholders. The officer will contribute to the development of partnership agreements, facilitate policy dialogue with government counterparts, and support resource mobilization efforts. Additionally, the officer will monitor the performance of public health interventions, prepare technical briefs and reports, and document lessons learned from the health transition process. Regular field visits and data analysis will be conducted to ensure alignment with plans and timelines, and to identify risks and gaps in implementation.
Required Qualifications: Candidates must possess a minimum of a Bachelor's degree in Public Health, Medicine, Nursing, Epidemiology, or a related field. A Master's or Doctorate degree in Public Health or a related discipline is preferred. Relevant work experience is required, with a minimum of 6 years for those with an undergraduate degree, 5 years for those with a graduate degree, or 4 years for those with a doctorate. Experience in managing public health programs, health monitoring, and strengthening health systems is essential. Familiarity with humanitarian-development nexus approaches and strategic partnership management is also required.

The role is full-time and requires the ability to work independently in a challenging environment. Transportation to Melkadida is primarily by UNHAS flights, and road travel is not advised. The climate is dry and semi-desert, with high temperatures year-round.
