Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer position at FHI 360 is crucial for the successful implementation of the EpiC project, which is a global health initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). The role is based in Bogotá, Colombia, and involves overseeing all logistics-related activities to ensure compliance with the organization's policies and procedures. The Logistics Officer will be responsible for establishing operational frameworks to support project delivery in challenging environments, leading country assessments, and managing supply chain logistics. This position requires collaboration with various departments to identify operational needs and develop solutions that enhance efficiency and accountability in logistics operations. The officer will also play a key role in preparedness planning, training, and mentoring staff to ensure smooth logistics operations across the country programs.

Duties and Responsibilities:
The Logistics Officer will have a comprehensive set of responsibilities, including but not limited to: developing standard protocols for logistics processes such as procurement requisition, warehouse management, and commodity dispatch; establishing and managing facilities in emergencies; determining transportation requirements and managing fleet allocation; maintaining asset and inventory registries; ensuring compliance with USG export regulations and destination country customs protocols; collaborating with HQ support departments to streamline operations; forecasting logistics costs; supervising logistics personnel; acting as a security" style="border-bottom: 1px dotted #007bff !important;">security focal point; and developing security standard operating procedures for crisis operations. The officer will also be responsible for identifying and managing logistics personnel during deployments, ensuring that all logistics and procurement activities are documented and compliant with relevant regulations.

Required Qualifications:
Candidates for the Logistics Officer position must possess in-depth knowledge of procurement, budgeting, and supply chain management best practices. They should have a working knowledge of security protocols for staff and supplies, and be capable negotiators with experience in establishing contracts and managing vendors. Familiarity with international donor procurement regulations and UN coordination is essential, along with expertise in fraud detection and investigation techniques. The ability to read and communicate in English is mandatory, and candidates should demonstrate cultural sensitivity and an understanding of the political and ethical issues relevant to the assigned areas.

Educational Background:
A Bachelor’s degree or its international equivalent is required for this position. Alternatively, an equivalent combination of relevant education and/or experience that enables the candidate to successfully perform the key responsibilities of the job will also be considered. This educational background should provide a solid foundation in logistics, operations management, or a related field.

Experience:
Typically, candidates should have 5-8 years of experience managing logistics and operations in emergency settings. Experience in establishing startup operations or projects in new countries is preferred. Proficiency with database management software and online search tools is required, along with a demonstrated ability to communicate effectively with clients and staff in a professional manner. Prior work experience in a non-governmental organization (NGO), government agency, or private company with progressive program management experience in humanitarian assistance or a related technical area is highly desirable.

Languages:
The mandatory language for this position is English, as the ability to read and communicate effectively in English is essential for the role. Additional language skills may be considered an asset, particularly if they are relevant to the regions in which FHI 360 operates.

Additional Notes:
This position is expected to require travel exceeding 25% of the time. The hiring salary range for the Logistics Officer role is between COP 93,000,000 to 110,000,000 annually, depending on the candidate's relevant experience and education.
