Job Overview:
The Senegal Program Office Manager is responsible for managing the Senegal Program Office, ensuring alignment with the objectives and mission of Catholic Relief Services. This role involves acting as a representative and ambassador for CRS and the USCCB to key stakeholders, including local government, partners, and donors. The manager will identify funding opportunities to advance CRS’ strategy and raise critical resources necessary for the continuation of its work serving the poor and marginalized. The position requires ensuring high-quality programming and continuous improvement of program impact, as well as coordinating activities across various projects to ensure integration and efficiency in implementation.

Duties and Responsibilities:
The duties and responsibilities of the Senegal Program Office Manager include developing strategic partnerships with national and international organizations, ensuring strong representation to key stakeholders, and effectively managing workforce planning and team development. The manager will maintain a healthy office environment that encourages participation and open communication, ensuring that all projects meet donor expectations and are designed for maximum impact. Responsibilities also include monitoring and modeling the efficient use of agency and donor resources, overseeing compliance with donor expectations, and cultivating effective donor relationships. The manager will support prepositioning and capture planning for program expansion, promote accountability and knowledge management, and manage risk related to national and regional issues. Additionally, the manager will develop a strong leadership team, champion safeguarding policies, and support local leadership development and capacity strengthening of partners.

Required Qualifications:
Candidates must possess a Bachelor’s degree in International Development, International Relations, or a related field, along with a minimum of 5 years’ experience managing high-value relief and development programs. Preferred qualifications include a Master’s degree in a relevant field, experience in complex development settings, and demonstrated success in managing high-value projects from multiple international donors. Knowledge of relevant donor regulations, experience in business development, and engagement with partners are also preferred. Strong strategic, analytical, and problem-solving skills are essential, along with the ability to represent the agency at high levels.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in International Development, International Relations, or a related field. A Master’s degree in a similar field is preferred, indicating a higher level of expertise and understanding of international development issues.

Experience:
The position requires a minimum of 5 years of experience managing high-value relief and development programs. Candidates with experience in complex development settings and managing projects from multiple international donors will be prioritized. Proven experience in business development and private sector engagement is also highly valued.

Languages:
Fluency in English and French, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
