Job Overview: The Technical Field Manager (TFM) plays a crucial role in managing, training, and providing technical advice to national staff involved in mine action operations. The primary objective of this position is to enhance the capacity and technical knowledge of the national mine action staff, ensuring adherence to safe and effective Mine Action practices. The TFM is responsible for overseeing daily operations, ensuring compliance with international standards, and fostering a culture of safety and quality in Explosive Ordnance Disposal (EOD) and Mine Risk Education (MRE) activities. This role also involves logistical planning, administrative oversight, and financial monitoring to support operational effectiveness and sustainability.
Duties and Responsibilities: - Oversee all operational aspects of assigned assets, ensuring safety and quality in EOD and MRE operations.
- Manage and mentor national staff, ensuring compliance with IMAS, NMAS, and DRC HDP SOPs.
- Conduct training sessions to build capacity among national staff and monitor their performance.
- Report daily activities to the Operations Manager and provide recommendations for improvement.
- Ensure logistical requirements are met, including equipment serviceability and timely replacement of defective items.
- Monitor administrative aspects, including staff discipline, welfare, and recruitment processes.
- Verify financial procedures at the field level and monitor operational expenditures.
- Collaborate with other DRC sectors to mitigate mine and ERW risks in contaminated areas.
- Support the accreditation process of DRC HDP in compliance with national legislative requirements.
Required Qualifications: - Minimum of 3 years of experience in Explosive Ordnance Disposal, with IMAS EOD Level 3 qualifications.
- Proven experience as a trainer and supervisor of mine action technical staff.
- Strong background in logistics and personnel safety management.
- Fluency in written and spoken English and Arabic, with excellent writing skills.
- High degree of computer literacy and experience in the humanitarian sector is highly desirable.
- Documented professional technical experience in mine action and basic first aid skills are essential.
Educational Background: - Minimum High School certification is required.
- IMAS EOD Level 3 certification or equivalent from an internationally recognized technical school (military or civilian) is mandatory, along with proven experience in EOD Level 3.
- Certification in Humanitarian Mine Action practices is preferred.
- A full driving license (manual) is required for this position.
Experience: Candidates must have a minimum of 3 years of relevant experience in Explosive Ordnance Disposal, demonstrating a solid understanding of mine action operations and the ability to train and supervise technical staff effectively. Experience in logistics and ensuring the safety of personnel and assets is also required, along with a proven track record in the humanitarian sector.
Languages: Fluency in English and Arabic is mandatory for this position. Candidates should possess excellent communication skills in both languages, enabling effective interaction with diverse stakeholders and the ability to deliver training and reports clearly and accurately.
