Job Overview: The Local Governance Strategy and Implementation Specialist will play a crucial role in enhancing local governance frameworks and practices in Peshawar, Pakistan. This position involves developing and implementing strategies that align with UNDP's objectives in promoting effective governance at the local level. The specialist will be responsible for assessing current governance structures, identifying gaps, and proposing actionable solutions to improve service delivery and community engagement. The role requires collaboration with local authorities, community organizations, and other stakeholders to ensure that governance strategies are inclusive and responsive to the needs of the population. The specialist will also monitor and evaluate the impact of implemented strategies, providing recommendations for continuous improvement.
Duties and Responsibilities:
Conduct comprehensive assessments of local governance structures and processes in Peshawar.
Develop strategic plans and frameworks for enhancing local governance, ensuring alignment with national policies and UNDP objectives.
Facilitate workshops and training sessions for local government officials and community leaders to build capacity in governance practices.
Collaborate with various stakeholders, including civil society organizations, to promote participatory governance and community engagement.
Monitor and evaluate the implementation of governance strategies, providing regular reports and recommendations for improvement.
Support the development of communication strategies to raise awareness about local governance initiatives.
Ensure that gender and social inclusion are integrated into all governance strategies and activities.
Provide technical assistance and guidance to local authorities in policy formulation and implementation.
Required Qualifications:
Proven experience in local governance, public administration, or a related field.
Strong analytical skills with the ability to assess complex governance issues and propose effective solutions.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Knowledge of the political, social, and economic context of Pakistan, particularly in relation to local governance.
Familiarity with UNDP's mission and development goals is an asset.
Educational Background: A Master's degree in Public Administration, Political Science, Development Studies, or a related field is required. A Bachelor's degree in a relevant field may be considered in combination with additional years of experience.
Experience: A minimum of 5 years of professional experience in local governance, public policy, or a related area is required. Experience working with international organizations or NGOs in governance-related projects is highly desirable. Proven track record of successfully implementing governance strategies and working collaboratively with government and community stakeholders is essential.
Languages: Fluency in English is mandatory. Proficiency in Urdu or Pashto is highly desirable, as it will facilitate communication with local stakeholders and communities.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of 226 working days over a period of 12 months. The duty station is Peshawar, Pakistan, and any required travel outside the duty station will be supported by UNDP.
