Job Overview:
The coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator position is crucial for the operational implementation and quality assurance of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across all operational areas for DRC Sudan. Reporting to the MEAL Manager, the role involves providing technical supervision to field MEAL Officers to ensure effective implementation of MEAL plans that comply with DRC's MEAL Minimum Monitoring Requirements and donor requirements. The MEAL Coordinator will play a key role in ensuring consistency in monitoring systems, data quality, and learning processes, contributing to evidence-based programming and continuous improvement across projects. This position requires a proactive approach to integrating MEAL throughout the Project Cycle Management (PCM) and ensuring that monitoring findings are systematically shared with program teams to support adaptive management.

Duties and Responsibilities:
The MEAL Coordinator will be responsible for a wide range of duties including: supporting the integration of MEAL throughout the Project Cycle Management (PCM), developing and updating project-specific MEAL Plans, ensuring MEAL activities are implemented in line with approved plans and donor requirements, overseeing the development of indicator tracking tools and data collection systems, and providing input on MEAL-related aspects of project proposals. Additionally, the Coordinator will oversee data quality assurance measures, ensure compliance with ethical standards during data collection, and review monitoring data submitted by MEAL Officers for quality and consistency. The role also includes providing technical supervision to Area MEAL Officers, conducting capacity-building sessions for DRC staff and local partners, and promoting a culture of learning and evidence-based programming across project teams.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Social Sciences, Development Studies, Statistics, Monitoring & Evaluation, Economics, Public Administration, or other relevant fields. Strong technical expertise in MEAL frameworks, data collection methodologies, accountability mechanisms, and learning approaches is essential. Proficiency in data analysis and visualization tools such as Excel, Power BI, and KOBO Toolbox is required. Experience with MEAL planning and donor reporting for agencies like ECHO, USAID, GFFO, and UN is also necessary. Previous experience with information management systems and leading organizational capacity assessments is advantageous. Candidates should demonstrate strong analytical skills, excellent communication and coordination skills, and advanced proficiency in English.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Social Sciences, Development Studies, Statistics, Monitoring & Evaluation, Economics, or Public Administration. A Master’s degree in these fields is desirable and additional certifications in MEAL, Data Analysis, Information Management, or Accountability are considered beneficial.

Experience:
The position requires a minimum of 5 years of experience in MEAL roles, preferably within humanitarian or development contexts. Candidates should have demonstrated experience in community feedback mechanisms, complaint handling, and CHS accountability standards. Experience in providing technical guidance and oversight to MEAL staff is also essential, along with a proven track record of managing large datasets and complex MEAL systems.

Languages:
Advanced proficiency in English (spoken and written) is mandatory for this position. Knowledge of the Arabic language and fluency in local languages are considered desirable, enhancing communication with diverse stakeholders and communities.

Additional Notes:
The contract length for this position is 7 months, with a designation of Duty Station in Kampala, Uganda, and travel to Sudan may be required. The start date is as soon as possible. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees.
