Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Specialist position is crucial for ensuring the safety and security of ADB's staff, facilities, and operations in Afghanistan. This role involves coordinating all security-related requirements at the Afghanistan Resident Mission (AFRM) in Kabul. The Security Specialist will provide expert advice, guidance, and training to maintain appropriate security levels and respond effectively to emergency situations. The position requires a proactive approach to analyzing the political and security landscape in Afghanistan and neighboring countries, identifying potential threats, and developing comprehensive safety and security policies and procedures. The Security Specialist will collaborate with various national and international security agencies, ensuring compliance with security arrangements and enhancing the overall security framework for ADB operations in the region. This role is not only about managing security but also about fostering a culture of safety and preparedness among ADB personnel.

Duties and Responsibilities:
The Security Specialist will be responsible for a wide range of duties, including but not limited to: analyzing the political and security situation in Afghanistan and neighboring countries; developing and managing safety and security policies and procedures; collaborating with the United Nations Security Management System (UNSMS) personnel; overseeing security arrangements for visiting missions; providing security and emergency training; reviewing and developing security plans in cooperation with government and development partners; managing actions for contingency planning; overseeing deployment and operational procedures for guard forces; enhancing physical security measures; maintaining a database of ADB-funded projects in Afghanistan; designing standardized reporting formats; providing leadership and support to junior staff; and performing other duties as assigned. The role requires a comprehensive understanding of security risk management principles and the ability to respond effectively to emergency situations.

Required Qualifications:
Candidates must possess a university degree in security management, international relations, political science, law" style="border-bottom: 1px dotted #007bff !important;">international law, or related fields, preferably at the post-graduate level. A minimum of 6 years of relevant experience in managing security programs and liaising with military or police authorities is required. Experience in international security structures and practices, particularly in fragile and conflict-affected situations, is highly advantageous. Candidates should demonstrate cultural sensitivity, emotional insight, and the ability to work harmoniously in a multicultural environment, even under pressure. Excellent verbal and written communication skills in English are mandatory, and familiarity with security risk management principles is essential.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as security management, international relations, political science, or international law. A post-graduate degree or equivalent qualification is preferred, indicating a higher level of expertise and understanding of complex security issues.

Experience:
The position requires at least 6 years of relevant experience in managing security programs, with a strong emphasis on international experience in various countries, particularly in fragile and conflict-affected situations. Candidates should have a proven track record of working with military or police authorities and a deep understanding of international security practices and structures.

Languages:
Fluency in English is mandatory, with excellent verbal and written communication skills. Knowledge of additional languages may be considered an asset, particularly those relevant to the region or international security contexts.

This is a fixed-term appointment with an initial duration of up to 3 years, with the possibility of renewal based on ADB's needs and the employee's performance. The position is full-time and requires relocation to Afghanistan.
