Job Overview:
As a member of the Country Program (CP) Senior Management Team, the individual will provide strategic direction, leadership, and management of the CP’s programming. This role is crucial for ensuring the establishment and successful implementation of high-quality programs that serve the poor and vulnerable populations. The position requires a proactive approach to managing security" style="border-bottom: 1px dotted #007bff !important;">security and mitigating risks, ensuring that the CP delivers impactful programming while continuously seeking improvements. The individual will collaborate closely with the Country Representative to design strategic frameworks and plans, develop resource mobilization strategies, and lead high-quality project designs that align with regional and agency priorities. The role also involves overseeing project planning across various sectors to ensure integration and efficiency in implementation, managing team dynamics, and fostering a learning environment that promotes accountability and knowledge sharing.

Duties and Responsibilities:
The duties and responsibilities of this position include:
  • Collaborating with the Country Representative to provide strategic direction for the CP’s strategic frameworks and plans.
  • Developing resource mobilization strategies to enhance the impact of programming interventions.
  • Leading high-quality project design that adheres to project management standards and MEAL methods.
  • Planning activities across various projects to ensure integration and efficiency.
  • Managing talent and supervising team dynamics, including coaching and performance assessments.
  • Contributing to staffing plans and recruitment processes for senior project staff.
  • Creating a safe environment for sharing ideas and addressing challenges.
  • Promoting accountability and knowledge management through the implementation of MEAL policies.
  • Coordinating with operations leads for project budgeting and resource stewardship. 1
  • Leading business development cycles and leveraging evidence for strategic positioning. 1
  • Overseeing partnership identification and strengthening, ensuring technical assistance for project teams. 1
  • Identifying training opportunities and delivering training sessions. 1
  • Representing and promoting CRS in various forums.

Required Qualifications:
The required qualifications for this position include:
  • A Bachelor’s Degree in International Development, International Relations, or a relevant field.
  • A minimum of five years of relevant field-based program management experience, with at least three years in middle or senior management roles.
  • Proven experience in developing successful proposals, reports, and strategic alliances.
  • Strong background in project design, management, and monitoring and evaluation.
  • Experience in partner capacity strengthening, staff development, and mentoring.
  • Familiarity with community development and grassroots initiatives.
  • Experience in project grants management, including budget preparation and expenditure tracking.
  • A track record of successful business development activities with public and/or private donors.

Educational Background:
Candidates must possess a Bachelor’s Degree in a relevant field such as International Development or International Relations. A Master’s Degree is preferred and may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of five years of relevant field-based program management experience, with at least three years in a middle or senior management capacity. Candidates should have experience in developing proposals, project design, and management, as well as in monitoring and evaluation processes. Experience working with Church partners and in community development initiatives is also advantageous.

Languages:
Fluency in both Spanish and English is required for this position. Proficiency in additional languages may be considered a plus, enhancing communication with diverse stakeholders.

Additional Notes:
This position involves supervisory responsibilities and requires travel within the country, estimated at 30%. The anticipated duration of the assignment for expatriates is informed by a term limit based on job type and agency needs.
