Job Overview: The Financial Certifying Officer (FCO) position is crucial for the effective implementation of the ILO project 'Leaving No One Behind: Improving Skills and Economic Opportunities for the Bangladeshi Community and Rohingya Women & Youths in Cox's Bazar.' This project is designed to enhance the resilience and self-reliance of Rohingya refugees while also empowering vulnerable host communities through skills and livelihood development initiatives. The FCO will be responsible for ensuring that all financial and operational support services are executed in accordance with ILO rules and procedures. The role involves close collaboration with various stakeholders, including the Director of the ILO Country Office and the Head of the ILO Project office in Cox’s Bazar, to ensure the project meets its objectives efficiently and effectively. The incumbent will also act as a certifying officer, approving financial actions and ensuring compliance with financial regulations.
Duties and Responsibilities: The duties and responsibilities of the Financial Certifying Officer include, but are not limited to: performing the FCO role for the Cox’s Bazar duty station; ensuring all financial services and operational support services are in accordance with ILO rules; acting as a certifying officer and approving actions in the ERP system IRIS; analyzing financial documents for anomalies; reviewing payment requests and approving payments; providing guidance on financial practices; managing administrative operations; preparing budget revision requests; monitoring financial transactions; preparing various financial reports; overseeing procurement processes; and participating in relevant operational networks. The FCO will also be responsible for monitoring partners' financial management and ensuring timely fund disbursement, as well as supervising overall administration and financial management activities.
Required Qualifications: Candidates must possess a university degree in Business Administration, Finance, or Accounting. Additionally, they should have a solid understanding of financial principles and practices, as well as experience in financial management and reporting. The role requires strong analytical skills, attention to detail, and the ability to interpret and apply financial regulations and policies effectively. Candidates should also demonstrate good drafting skills and the ability to maintain effective working relationships with stakeholders.
Educational Background: A university degree in Business Administration, Finance, or Accounting is required for this position. This educational background provides the necessary foundation in financial principles, accounting practices, and business management, which are essential for the effective execution of the duties associated with the Financial Certifying Officer role.
Experience: The position requires a minimum of two years of professional financial or accounting experience at the national level.
