Job Overview:
As the Country MEAL Senior Officer, you will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">country director and oversee the Monitoring, Evaluation, Accountability, and Learning (MEAL) function for the entire Sudan country program. Your role will involve designing, piloting, and managing the MEAL function at the country level, ensuring the deployment of HI's MEAL and Information Management (IM) standards. You will lead the country MEAL department, contribute to strategic positioning, and represent HI's MEAL/IM expertise externally. The position requires a strong focus on ensuring project coherency and quality control, working closely with the Technical Unit Manager. You will manage a team of three direct reports, including two MEAL Officers and one IM Officer, and will be responsible for enhancing the overall quality of HI's response in Sudan.

Duties and Responsibilities:
  • Strategy and Steering: Define the MEAL component of the country Operational Strategy, pilot the related action plan, and position MEAL as a strategic function within the organization.
  • Standards and Expertise: Design and implement the program's MEAL and IM systems, ensuring they align with HI's Project Quality Policy (PQP) and monitoring their effective implementation.
  • Operational Implementation: Contribute to improving HI's response within the country, enhancing project quality, and improving project management practices.
  • Information Management: Streamline and manage Information Management as a strategic asset at the country level, coordinating with the HI Specialist and country-level IM officer.
  • Team Management: Lead the country MEAL/IM team and institutionalize MEAL/IM functions across the country setup.
  • Emergency Preparedness and Response: Prepare for and respond to emergencies effectively, ensuring that the MEAL function is integrated into emergency response efforts.

Required Qualifications:
Candidates must possess at least 5 years of professional experience in emergency response, with a minimum of 2 years in a MEAL coordination or management position, preferably in emergency or post-emergency assistance contexts. Strong interpersonal and intercultural skills are essential, along with the ability to manage stress and work under pressure. Candidates should also have excellent communication and negotiation skills in English, a high capacity for analysis and synthesis, and the ability to work remotely, including capacity building and remote deployment. Familiarity with mobile data collection tools such as XLSForm syntax and SurveyCTO (or equivalent ODK/Kobo) is required, along with knowledge of donor MEAL requirements, including ECHO, GFFO, BMZ, FCDO, CDCS, MoFA Lux, and BHA/USAID logframe and reporting standards.

Educational Background:
