Job Overview: This position involves providing technical assistance for the evaluation and subsequent improvement of the radio frequency coverage system for the Fire Department of Alausí, Ecuador. The contractor will be responsible for assessing the current system's effectiveness and identifying areas for enhancement. The role requires a thorough understanding of radio frequency technologies and their application in emergency services. The contractor will work closely with local authorities and stakeholders to ensure that the improvements meet the operational needs of the Fire Department. The assignment is expected to last for a period of 90 calendar days, during which the contractor will conduct evaluations, gather data, and propose actionable recommendations for system upgrades.
Duties and Responsibilities:
Conduct a comprehensive evaluation of the existing radio frequency coverage system used by the Fire Department of Alausí.
Identify gaps and limitations in the current system that affect operational efficiency and response times.
Collaborate with local authorities and stakeholders to gather input and insights regarding the system's performance.
Analyze data collected during the evaluation phase to formulate recommendations for improvements.
Develop a detailed report outlining findings, recommendations, and a proposed action plan for enhancing the radio frequency coverage.
Present the evaluation results and proposed improvements to relevant stakeholders, including the Fire Department and local government officials.
Provide ongoing support and guidance during the implementation phase of the proposed improvements, if required.
Required Qualifications:
Proven experience in evaluating and improving radio frequency communication systems, particularly in emergency services.
Strong analytical skills with the ability to interpret technical data and translate it into actionable recommendations.
Excellent communication skills, both written and verbal, to effectively convey findings and recommendations to stakeholders.
Familiarity with the operational needs of fire departments or similar emergency services is highly desirable.
Ability to work independently and manage time effectively to meet project deadlines.
Educational Background: A bachelor's degree in telecommunications, electrical engineering, or a related field is required. A master's degree or equivalent experience in a relevant area will be considered an asset. Additional certifications in radio frequency technologies or emergency management would be beneficial.
Experience: A minimum of 3-5 years of relevant experience in the field of telecommunications, specifically focusing on radio frequency systems. Experience working with government agencies or emergency services is preferred. Proven track record of successful project management and implementation of technical solutions is essential.
Languages: Fluency in Spanish is mandatory, as all communications and documentation will be conducted in Spanish. Proficiency in English is considered an asset, particularly for understanding technical documentation and international best practices.
Additional Notes: This is a contract position for a duration of 90 calendar days. The contractor will be expected to work on a full-time basis during this period. The position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
