Job Overview:
The position of Consultant(e) national(e) for the support of integration involves providing expert assistance in integrating the instruments of the National Adaptation Plan (PNA) and the Nationally Determined Contributions (CDN) into the annual and multiannual planning of the municipalities of Musongati (Burunga) and Gisuru (Buhumuza). The consultant will be expected to work closely with local authorities and stakeholders to ensure that these instruments are effectively incorporated into local planning processes. This role is crucial for enhancing the resilience of communities to climate change and ensuring that local development plans align with national and international commitments. The consultant will be responsible for analyzing existing planning frameworks, identifying gaps, and proposing actionable strategies for integration.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current planning processes in the municipalities of Musongati and Gisuru.
  • Identify opportunities for integrating the PNA and CDN into local development plans.
  • Facilitate workshops and meetings with local stakeholders to raise awareness and gather input on the integration process.
  • Develop a detailed action plan outlining steps for the integration of PNA and CDN into municipal planning.
  • Provide technical support and guidance to local authorities in implementing the action plan.
  • Monitor and evaluate the progress of integration efforts and provide recommendations for improvement.
  • Prepare and submit reports documenting the integration process and outcomes.
  • Ensure compliance with UNDP procurement and reporting standards throughout the consultancy.

Required Qualifications:
  • Proven experience in climate change adaptation, sustainable development, or related fields.
  • Strong understanding of local governance and planning processes in Burundi.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders, including government officials, community leaders, and civil society organizations.
  • Strong communication skills, both written and verbal, in French and English.
  • Familiarity with UNDP policies and procedures is an asset.

Educational Background:
A minimum of a Master’s degree in Environmental Science, Development Studies, Public Administration, or a related field is required. Additional certifications in project management or climate change adaptation will be considered an advantage.

Experience:
A minimum of 5 years of relevant professional experience in climate change adaptation, local governance, or sustainable development is required. Experience working with UN agencies or international organizations is highly desirable. Proven track record of successfully managing similar consultancy projects will be an asset.

Languages:
Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages spoken in the municipalities of Musongati and Gisuru will be considered an advantage.

Additional Notes:
The consultancy is expected to last for a period of 30 calendar days. This position is classified as an individual contractor role, and the consultant will be expected to work full-time during the consultancy period. The consultant will be required to submit their proposals directly through the UNDP supplier portal by the specified deadline. Compensation will be commensurate with experience and in accordance with UNDP guidelines.
