Job Overview:
The National Consultant on PFM Strategy Development (NC10) is tasked with supporting the development of the Public Finance Management Strategy for the Kyrgyz Republic. This role involves providing national expertise in legislative and regulatory reform design, implementation support, and capacity building. The consultant will ensure that the reforms outlined in the strategy are aligned with the existing Kyrgyz legislative framework and are actionable within government ministries. Additionally, the consultant will be responsible for translating these reforms into practical knowledge and skills for approximately 200 government officials, thereby enhancing their capacity to implement the strategy effectively. The position requires collaboration with other consultants and stakeholders, ensuring that the strategy is comprehensive and meets the needs of the Kyrgyz Republic.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting a thorough analysis of the current Public Finance Management landscape in Kyrgyzstan to identify gaps and areas for improvement.
  • Collaborating with IC4 and NC11 to develop a coherent and actionable Public Finance Management Strategy.
  • Designing and facilitating workshops and training sessions for government officials to build their capacity in public finance management.
  • Providing ongoing support and guidance to ministries in implementing the reforms outlined in the strategy.
  • Developing legislative proposals and regulatory frameworks that align with the strategy's objectives.
  • Monitoring and evaluating the implementation of the strategy, providing feedback and recommendations for adjustments as necessary.
  • Preparing detailed reports and documentation to communicate progress and outcomes to stakeholders.

Required Qualifications:
Candidates must possess a strong background in public finance management, legislative reform, and capacity building. A proven track record of working with government institutions and experience in developing public finance strategies is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to engage effectively with a diverse range of stakeholders. Familiarity with the Kyrgyz legislative environment and previous experience in similar roles will be considered an advantage.

Educational Background:
A minimum of a Master's degree in Public Administration, Finance, Economics, or a related field is required. Advanced qualifications or certifications in public finance management or related disciplines will be highly regarded. Continuous professional development in relevant areas is also beneficial.

Experience:
Candidates should have at least 5 years of relevant professional experience in public finance management, legislative reform, or related fields. Experience working with international organizations, particularly in the context of developing countries, is highly desirable. Proven experience in capacity building and training of government officials is also essential.

Languages:
Fluency in both English and Russian is mandatory, as these are the primary languages of communication in the context of this role. Knowledge of Kyrgyz would be an asset, enhancing communication with local stakeholders and officials.

Additional Notes:
The position is for a contract duration of 24 months, indicating a long-term commitment to the project. It is classified as an individual contractor role, which may offer flexibility in terms of working hours. The consultant will be expected to work closely with UNDP and other stakeholders, contributing to the overall goals of the organization. Compensation and benefits will be aligned with UNDP's policies for individual contractors, and details will be provided upon selection.
