Job Overview:
The position of International Expert on Article 6 Carbon Markets and Sector Based MRV involves providing expert guidance and support in the implementation of Article 6 of the Paris Agreement, which relates to carbon markets and mechanisms for reducing greenhouse gas emissions. The expert will be responsible for developing methodologies for measuring, reporting, and verifying (MRV) emissions reductions in various sectors. This role requires a deep understanding of carbon market mechanisms, as well as the ability to work collaboratively with stakeholders to ensure effective implementation of carbon market strategies. The expert will also be expected to contribute to capacity-building efforts and provide technical assistance to local entities involved in carbon market activities. The assignment is expected to last for a period of 7 months, during which the expert will engage with various stakeholders, including government agencies, private sector actors, and civil society organizations, to promote the effective use of carbon markets in achieving national climate goals.

Duties and Responsibilities:
The duties and responsibilities of the International Expert include but are not limited to:
  • Developing and refining methodologies for sector-based MRV in line with international standards and best practices.
  • Providing technical guidance to national and local stakeholders on the implementation of Article 6 mechanisms.
  • Conducting workshops and training sessions to build capacity among stakeholders involved in carbon market activities.
  • Collaborating with government agencies and other partners to design and implement carbon market strategies.
  • Analyzing data related to emissions reductions and providing recommendations for improvement.
  • Preparing reports and documentation related to the progress of carbon market initiatives.
  • Engaging with international experts and organizations to share knowledge and best practices in carbon markets.
  • Supporting the development of policies and regulations that facilitate the functioning of carbon markets in Kyrgyzstan.

Required Qualifications:
Candidates must possess a strong background in environmental science, economics, or a related field, with specific expertise in carbon markets and MRV. A proven track record of working on international climate change projects, particularly those related to Article 6 of the Paris Agreement, is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to communicate complex concepts clearly, and experience in stakeholder engagement and capacity building.

Educational Background:
A master's degree or higher in environmental science, climate change, economics, or a related field is required. Additional certifications or training in carbon markets, MRV methodologies, or related areas will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in the field of climate change, with a focus on carbon markets and MRV. Experience working with international organizations, government agencies, and private sector stakeholders is highly desirable. Proven experience in project management and implementation of climate-related initiatives will be an advantage.

Languages:
Fluency in English is mandatory, as all communications and documentation will be conducted in English. Knowledge of Russian or Kyrgyz would be considered an asset, as it may facilitate communication with local stakeholders.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 7 months. The position is full-time, and candidates may be required to work remotely or on-site in Kyrgyzstan, depending on the needs of the project. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
