The position of International Expert on Cement Sector Decarbonization involves providing expert guidance and support to initiatives aimed at reducing carbon emissions in the cement industry. This role requires a deep understanding of the cement production process, the associated environmental impacts, and the latest technologies and practices that can lead to significant reductions in greenhouse gas emissions. The expert will work closely with local stakeholders, including government agencies, industry representatives, and civil society organizations, to ensure that proposed solutions are practical, sustainable, and culturally appropriate. The assignment is expected to last for a period of 7 months, during which the expert will be expected to deliver comprehensive reports and recommendations that can be implemented by local entities.

Duties and Responsibilities:
The duties and responsibilities of the International Expert on Cement Sector Decarbonization include: conducting a thorough assessment of the current carbon footprint of the cement sector in Kyrgyzstan; identifying key areas for improvement and potential decarbonization strategies; engaging with stakeholders to gather insights and foster collaboration; developing a detailed action plan for implementing decarbonization measures; providing technical assistance and capacity building to local organizations; preparing and presenting reports on findings and recommendations to UNDP and relevant stakeholders; ensuring that all activities are aligned with national and international climate policies; and monitoring and evaluating the effectiveness of implemented strategies throughout the assignment period.

Required Qualifications:
Candidates must possess a strong background in environmental science, engineering, or a related field, with a focus on sustainable development and climate change mitigation. Proven experience in the cement industry or similar sectors is essential, along with a track record of successfully implementing decarbonization projects. Strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills are required. Familiarity with international climate agreements and frameworks, such as the Paris Agreement, is highly desirable. Candidates should also demonstrate a commitment to sustainable practices and a passion for driving change in the cement sector.

Educational Background:
A master's degree or higher in environmental science, engineering, sustainable development, or a related field is required. Additional certifications or training in climate change mitigation, carbon management, or related areas will be considered an asset. Candidates should have a strong academic background that supports their expertise in the decarbonization of industrial sectors, particularly in cement production.

Experience:
The position requires a minimum of 5 years of relevant professional experience in the field of environmental management, with specific expertise in the cement sector or similar industries. Experience working with international organizations, government agencies, or NGOs on climate change initiatives is highly valued. Candidates should have a proven ability to lead projects, manage teams, and deliver results within set timelines and budgets.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of Russian or Kyrgyz is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the expert's engagement in the region.

Additional Notes:
This position is offered as an individual contractor role for a fixed term of 7 months. The expert will be expected to work full-time during this period, with flexibility in terms of location, although travel within Kyrgyzstan may be required. Compensation will be commensurate with experience and qualifications, and the expert will be expected to submit proposals through the UNDP supplier portal.
