The organization has developed a Country Programme Document for 2025-2029, emphasizing reconstruction, returns, resilience, and reforms to facilitate community recovery and development pathways in Ukraine. UNDP's approach is holistic and systems-based, empowering all societal sectors to respond effectively to the challenges posed by the ongoing conflict.

Job Overview:
The Environmental Analyst will play a crucial role as a technical and coordination focal point within UNDP's initiatives in Ukraine. This position is vital for ensuring that water quality monitoring and waste management activities align with national standards and are effectively implemented in collaboration with relevant stakeholders. The analyst will be responsible for leading the alignment of project activities with national environmental policies, ensuring compliance with legislation, and developing high-quality policy briefs and recommendations. The role also involves strategic partnerships and stakeholder engagement, where the analyst will maintain relationships with regional partners, local authorities, and other stakeholders to ensure inclusive consultation and validation of environmental planning outputs. The Environmental Analyst will oversee the delivery of project activities, ensuring that environmental and social standards are integrated into all aspects of project implementation, and will facilitate knowledge sharing and capacity building among stakeholders. Additionally, the analyst will promote gender equality and women's empowerment within the project's framework, ensuring a safe and inclusive environment for all participants.

Duties and Responsibilities:
I. Ensure Environmental Policy Alignment, Regulatory Compliance and System Development Leadership: Lead the alignment of project activities with national environmental policies, provide oversight of relevant legislation, develop policy briefs, and support local authorities in environmental monitoring plans. II. Lead Strategic Partnerships and Stakeholder Engagement: Maintain strategic engagement with regional partners, oversee technical consultations, and ensure inclusive stakeholder engagement processes. III. Ensure Effective Coordination, Delivery Oversight and Operational Support: Liaise with technical teams, oversee contractor performance, provide technical guidance in procurement processes, and contribute to progress reporting. IV. Facilitate knowledge and capacity building: Organize training and workshops, document best practices, and promote advocacy on development trends. V. Ensure the mainstreaming of gender equality: Promote gender equality in project activities, support a culture of zero tolerance for discrimination, and ensure compliance with corporate standards.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Environment, Ecology, or Biology. Alternatively, a first-level university degree (Bachelor’s degree) in these fields, combined with an additional two years of qualifying experience, will be considered. A minimum of 2 years of relevant work experience at the national or international level in environmental policy, stakeholder engagement, and implementation of environment-related projects is required. Proficiency in using office software packages (MS Word, Excel, etc.) is essential. Proven experience in stakeholder engagement, environmental policy, regulatory compliance, and project implementation support is desirable. Familiarity with UN/UNDP processes and public sector experience is also advantageous.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Environment, Ecology, or Biology is required. A first-level university degree (Bachelor’s degree) in the mentioned areas, along with two additional years of relevant experience, will be considered in lieu of the advanced degree.

Experience:
Candidates should have a minimum of 2 years of relevant work experience with a Master’s degree or 4 years with a Bachelor’s degree, specifically in environmental policy, stakeholder engagement, and implementation of environment-related projects. Experience in project implementation support, including coordination with contractors and suppliers, is also necessary.

Languages:
Fluency in Ukrainian and English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
