Job Overview:
The position of National Consultant for the Impact Assessment of the Cook Fund Programme is crucial for evaluating the effectiveness of initiatives aimed at enhancing access to clean cooking technologies in Tanzania. The consultant will be responsible for assessing the impact of the Cook Fund Programme on the adoption of clean cooking solutions, sustainable wood fuel production, and public awareness regarding clean cooking practices. This role requires a comprehensive understanding of the local context and the ability to analyze data related to clean cooking technologies. The consultant will work closely with stakeholders to gather insights and provide recommendations for future programs. The assignment is expected to be completed within 60 working days from the date of contract signing, emphasizing the need for efficient project management and timely reporting.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to: conducting a thorough assessment of the Cook Fund Programme's impact on clean cooking adoption; analyzing data related to sustainable wood fuel production; evaluating public awareness campaigns and their effectiveness; engaging with local communities and stakeholders to gather qualitative insights; preparing detailed reports summarizing findings and recommendations; collaborating with UNCDF and other partners to ensure alignment with broader development goals; and presenting findings to relevant stakeholders, including government officials and community leaders. The consultant must ensure that all assessments are conducted ethically and transparently, maintaining the highest standards of integrity throughout the process.

Required Qualifications:
Candidates must possess a strong background in environmental science, social sciences, or a related field. Proven experience in conducting impact assessments, particularly in the context of clean energy or sustainable development, is essential. The consultant should have excellent analytical skills, with the ability to interpret complex data and translate findings into actionable recommendations. Strong communication skills are necessary for engaging with diverse stakeholders and presenting findings effectively. Familiarity with the local context in Tanzania and previous experience working with international organizations will be considered an asset.

Educational Background:
A minimum of a bachelor's degree in environmental science, social sciences, development studies, or a related field is required. A master's degree or higher qualification in a relevant discipline will be an advantage. Candidates should have a solid understanding of sustainable development principles and practices, particularly in relation to clean cooking technologies and energy access.

Experience:
The ideal candidate should have at least 3-5 years of relevant experience in conducting impact assessments or evaluations, particularly in the field of clean energy or sustainable development. Experience working with international organizations, government agencies, or NGOs in Tanzania or similar contexts is highly desirable. The consultant should demonstrate a track record of successfully managing projects and delivering high-quality reports within specified timelines.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Swahili is highly desirable, as it will facilitate engagement with local communities and stakeholders. Knowledge of additional local languages may also be beneficial.
