Job Overview:
The National Consultant on GEF-8 Programming (Energy) will play a crucial role in the development and implementation of a project aimed at enhancing the energy sector in Kazakhstan, particularly focusing on smart grid technology. The consultant will work closely with an International Consultant and other national experts to gather and analyze baseline information necessary for the project. This position requires a deep understanding of the energy sector in Kazakhstan, including existing green financing mechanisms and national investment plans for renewable energy. The consultant will be responsible for preparing stakeholder consultation reports, drafting project documents, and ensuring that the project aligns with national priorities. The role also involves facilitating discussions with government and non-government stakeholders, ensuring that project beneficiaries are actively involved in defining project activities, and supporting the development of project proposals that meet GEF requirements.

Duties and Responsibilities:
The National Consultant will have a comprehensive set of responsibilities, including but not limited to: coordinating with the International Consultant to prepare stakeholder consultation reports; gathering and systematizing baseline information relevant to the energy sector in Kazakhstan; drafting text summarizing key baseline data for the GEF ProDoc template; proposing project sites for piloting in collaboration with stakeholders; preparing presentations for discussions with relevant actors; leading technical discussions with national government partners; revising project ideas based on stakeholder inputs; conducting consultations with public and private actors and local communities; ensuring alignment of the project with national priorities; providing inputs for co-financing consultations; supporting the development of the GEF Core Indicator Table; identifying safeguards risks and mitigation measures; providing translation support as needed; organizing stakeholders’ meetings; and ensuring completion of validation workshop reports.

Required Qualifications:
Candidates must possess a strong background in energy policy, environmental science, or a related field. They should have proven experience in project management, particularly in the context of international development and environmental projects. Familiarity with GEF processes and requirements is essential. The consultant should demonstrate excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and strong communication skills. Proficiency in project documentation and reporting is also required, along with the ability to facilitate discussions and workshops effectively.

Educational Background:
A minimum of a Master's degree in environmental science, energy policy, sustainable development, or a related field is required. Advanced degrees or certifications in project management or related disciplines will be considered an asset. Candidates should have a solid understanding of the energy sector and environmental issues in Kazakhstan, as well as knowledge of international development frameworks and practices.

Experience:
The position requires at least 5 years of relevant professional experience in the energy sector, particularly in areas related to renewable energy, smart grid technology, or environmental management. Experience working with international organizations, government agencies, and stakeholders in Kazakhstan or similar contexts is highly desirable. Proven track record in project development and implementation, particularly in the context of GEF-funded projects, will be an advantage.

Languages:
Fluency in English is mandatory, as the consultant will be required to draft documents and communicate with international stakeholders. Proficiency in Kazakh and/or Russian is highly desirable, as it will facilitate communication with local stakeholders and government partners. Knowledge of additional languages may be considered an asset.

Additional Notes:
This position is offered as an individual contract for a period of 30 working days, which includes travel to Astana if the consultant is based outside the city. The consultant will work remotely but will need to coordinate closely with the UNDP office and other stakeholders. The role is part-time, and the consultant is expected to manage their time effectively to meet project deadlines. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's policies.
