Job Overview: This position involves providing consultancy services to strengthen public policy on aging and old age, with a specific focus on its intersectionality with the LGBTIQ+ population. The consultant will also be responsible for ensuring that the policies developed are inclusive and consider the needs of marginalized groups, particularly the LGBTIQ+ community. This consultancy is expected to last for four months, during which the consultant will work closely with UNDP and local partners to achieve the outlined objectives.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct a thorough analysis of existing public policies related to aging and old age in Colombia, identifying strengths, weaknesses, and areas for improvement.
Engage with stakeholders, including government agencies, civil society organizations, and community groups, to gather input and feedback on policy proposals.
Develop comprehensive policy recommendations that address the needs of older adults and ensure their rights are protected, particularly for those in the LGBTIQ+ community.
Facilitate workshops and meetings to discuss policy proposals and gather further insights from stakeholders.
Prepare detailed reports and presentations summarizing findings, recommendations, and proposed actions for policy implementation.
Collaborate with UNDP and other partners to ensure alignment with national and international standards for aging and human rights.
Monitor and evaluate the impact of implemented policies and provide ongoing support for adjustments as necessary.
Required Qualifications: The position requires the following qualifications:
A professional degree in any field of knowledge.
A minimum of 24 months of specific professional experience in technical assistance to territorial entities, public policy formulation, or project structuring/execution related to gender, care, or elderly persons.
Proven experience in working with marginalized communities, particularly the LGBTIQ+ population, is highly desirable.
Strong analytical and communication skills, with the ability to present complex information clearly and effectively to diverse audiences.
Educational Background: Candidates must possess a professional degree in any relevant field. This could include degrees in social sciences, public policy, law, or related disciplines that provide a strong foundation for understanding the complexities of public policy and social issues affecting older adults and marginalized communities.
Experience: Candidates should have at least 24 months of relevant professional experience. This experience must be specific to the areas of public policy, technical assistance, or project management, particularly in contexts that involve gender issues or the rights of older persons. Experience working with governmental or non-governmental organizations in similar roles will be considered an asset.
Languages: Fluency in Spanish is mandatory, as all communications and documentation will be conducted in this language. Additionally, a basic knowledge of Creole, the native language of San Andrés Island, is preferred but not required. This linguistic capability will enhance engagement with local communities and stakeholders.
Additional Notes: The consultancy is for a fixed period of four months. The position is classified as an individual contractor role, which means it is not a permanent position within UNDP. The consultant will be expected to work full-time during this period, and the role may involve travel within Colombia to engage with various stakeholders. Compensation details will be provided upon selection, and the consultant will be required to submit their proposals through the UNDP supplier portal by the specified deadline.
