Job Overview: The position of Consultant for Local Waste Management Plan involves providing expert support to the Municipality of Zeta in Montenegro. The consultant will be responsible for creating a comprehensive Local Waste Management Plan that addresses the management of both municipal and non-hazardous construction waste. This role requires a deep understanding of waste management practices, local regulations, and environmental sustainability. The consultant will work closely with local authorities and stakeholders to ensure that the plan is effective, practical, and aligns with national waste management strategies. The assignment is set to begin on June 15, 2026, and will last until October 30, 2026, encompassing a total of 15 consultancy days. The consultant is expected to deliver high-quality outputs that meet the requirements of the UNDP and the local government, contributing to the overall goal of improving waste management in the region.
Duties and Responsibilities: The consultant will have several key responsibilities, including but not limited to: conducting a thorough assessment of the current waste management practices in the Municipality of Zeta; engaging with local stakeholders, including government officials, community members, and waste management companies, to gather input and insights; analyzing data related to waste generation and disposal; developing a detailed Local Waste Management Plan that outlines strategies for waste reduction, recycling, and safe disposal; ensuring that the plan complies with local and national regulations; providing recommendations for capacity building and training for local staff involved in waste management; preparing and presenting reports and documentation to UNDP and local authorities; and facilitating workshops or meetings to discuss the plan and gather feedback from stakeholders.
Required Qualifications: Candidates must possess a strong background in environmental science, waste management, or a related field. A proven track record of developing waste management plans or similar projects is essential. The consultant should have excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with local regulations and practices in Montenegro is highly desirable. Additionally, candidates should demonstrate a commitment to sustainable development and environmental protection.
Educational Background: A minimum of a bachelor's degree in environmental science, waste management, public policy, or a related field is required. A master's degree or higher qualification in a relevant discipline will be considered an advantage. Relevant certifications or training in waste management practices will also be beneficial.
Experience: The ideal candidate should have at least 5 years of professional experience in waste management or environmental consulting. Experience working with local governments or international organizations, particularly in the context of developing waste management strategies, is highly valued. The consultant should also have experience in stakeholder engagement and capacity building initiatives.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Proficiency in Montenegrin or Serbian is considered an asset, as it will facilitate better communication with local stakeholders and authorities.
Additional Notes: This consultancy position is part-time, with a total of 15 consultancy days spread over the assignment period. The consultant will be expected to work flexibly to meet project deadlines. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
