Job Overview:
The position of International Individual Consultant for a Corruption Prevention Strategy in Botswana's Public Financial Management (PFM) is a critical role aimed at enhancing the integrity and efficiency of public financial systems in Botswana. The consultant will be responsible for developing a comprehensive strategy that addresses corruption risks within the PFM cycle. This includes conducting thorough assessments of existing systems, identifying vulnerabilities, and proposing actionable recommendations to strengthen governance and accountability. The consultant will work closely with local stakeholders, including government officials and civil society organizations, to ensure that the strategy is contextually relevant and sustainable. The assignment is expected to last for 30 days, during which the consultant will engage in research, stakeholder consultations, and the drafting of the final strategy document. The consultant is expected to submit their proposal through the UNDP supplier portal, adhering to the guidelines provided.

Duties and Responsibilities:
The duties and responsibilities of the International Individual Consultant include but are not limited to:
  • Conducting a comprehensive analysis of the current PFM systems in Botswana to identify corruption risks and vulnerabilities.
  • Engaging with key stakeholders, including government agencies, civil society, and international partners, to gather insights and perspectives on corruption challenges.
  • Developing a detailed Corruption Prevention Strategy that outlines specific measures to mitigate identified risks.
  • Providing recommendations for enhancing transparency, accountability, and integrity within the PFM cycle.
  • Drafting a final report that summarizes findings, strategies, and recommendations, ensuring clarity and accessibility for various audiences.
  • Presenting the strategy to relevant stakeholders and facilitating discussions on implementation.
  • Adhering to the timelines and submission requirements as outlined in the procurement notice.

Required Qualifications:
The required qualifications for this position include:
  • A proven track record of working on anti-corruption initiatives, particularly within the context of public financial management.
  • Strong analytical skills with the ability to assess complex systems and identify vulnerabilities.
  • Excellent communication skills, both written and verbal, to effectively engage with diverse stakeholders.
  • Experience in developing strategic documents and reports that are clear and actionable.
  • Familiarity with the political and economic context of Botswana and the Southern African region is highly desirable.

Educational Background:
Candidates must possess a minimum of a Master's degree in Public Administration, Political Science, Law, Economics, or a related field. A PhD in a relevant discipline would be an advantage, particularly for those with extensive experience in governance and anti-corruption strategies.

Experience:
The position requires a minimum of 5 years of relevant professional experience in anti-corruption, governance, or public financial management. Experience working with international organizations, particularly the UN, is highly desirable. The consultant should have a demonstrated ability to work in multi-stakeholder environments and possess a strong understanding of the challenges and opportunities in the field of public sector integrity.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language. Knowledge of Setswana or other local languages would be considered an asset, as it may facilitate engagement with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
This consultancy is classified as an individual contractor position and is expected to be full-time for the duration of the assignment, which is 30 days.
