The expert will be expected to engage in collaborative discussions, conduct research, and provide recommendations that will contribute to the overall effectiveness of the auditing framework in Tunisia.
Duties and Responsibilities: The duties and responsibilities of the Expert en audit financier include but are not limited to:
Conducting a thorough assessment of the current auditing practices at the Cour des comptes.
Collaborating with stakeholders to identify gaps and areas for improvement in the existing audit processes.
Developing a detailed financial audit guide that incorporates international best practices and standards.
Providing training and capacity-building sessions for Cour des comptes staff on the new auditing guidelines.
Preparing reports and documentation that outline the findings and recommendations from the assessment and guide development process.
Engaging in continuous communication with the Cour des comptes to ensure alignment and address any emerging issues during the project.
Submitting progress reports to UNDP and the Cour des comptes as required.
Ensuring that all deliverables are completed on time and meet the quality standards set by UNDP and the Cour des comptes.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A strong background in financial auditing, with a minimum of 5 years of relevant experience in the field.
Proven expertise in developing auditing guidelines and frameworks, preferably within public sector institutions.
Familiarity with international auditing standards and practices.
Excellent analytical and problem-solving skills, with the ability to assess complex financial information.
Strong communication and interpersonal skills, with the ability to work effectively in a team environment.
Proficiency in using auditing software and tools.
Educational Background: Candidates must have at least a Master's degree in Finance, Accounting, Business Administration, or a related field. Professional certifications such as CPA (Certified Public Accountant) or ACCA (Association of Chartered Certified Accountants) are highly desirable and will be considered an asset.
Experience: The position requires a minimum of 5 years of professional experience in financial auditing, with a strong emphasis on public sector auditing. Experience working with international organizations or government agencies in Tunisia or similar contexts will be an advantage. The candidate should demonstrate a track record of successfully developing auditing frameworks and guidelines.
