Job Overview:
The position of Individual National Consultant for Financial Modelling for a Sustainable Health System is aimed at strengthening the capacity of the East Jerusalem Hospitals Network. The consultant will be responsible for expanding healthcare services and improving the financial sustainability of the hospitals involved. This role requires a deep understanding of financial modelling and health systems, as the consultant will work closely with hospitals such as Al Makassed and Augusta Victoria Hospitals. The consultant is expected to conduct regular field visits to these hospitals, ensuring that the financial strategies developed are practical and tailored to the specific needs of the healthcare facilities. The assignment is expected to last for two months, during which the consultant will work a total of 40 days, focusing on deliverables that will enhance the operational and financial frameworks of the hospitals.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Conducting a comprehensive assessment of the current financial status of the East Jerusalem Hospitals Network.
  • Developing financial models that project future financial scenarios based on various operational strategies.
  • Collaborating with hospital management to identify areas for cost reduction and revenue enhancement.
  • Providing training and capacity-building sessions for hospital staff on financial management practices.
  • Preparing detailed reports and presentations on findings and recommendations for stakeholders.
  • Engaging with local and international partners to align financial strategies with broader health system goals.
  • Ensuring that all financial modelling adheres to best practices and is compliant with relevant regulations and standards.

Required Qualifications:
Candidates must possess a strong background in financial modelling, particularly within the healthcare sector. A proven track record of working with health systems and understanding their financial dynamics is essential. Additionally, candidates should have excellent analytical skills, the ability to communicate complex financial concepts clearly, and experience in stakeholder engagement. Familiarity with the healthcare landscape in the Palestinian Territories will be an advantage. Candidates should also demonstrate a commitment to improving health outcomes and sustainability in healthcare delivery.

Educational Background:
A minimum of a Master's degree in Finance, Health Economics, Public Health, or a related field is required. Candidates with additional certifications in financial modelling or healthcare management will be preferred. The educational background should reflect a strong foundation in both financial principles and healthcare systems, enabling the consultant to effectively bridge the gap between finance and health service delivery.

Experience:
Candidates should have at least 5 years of relevant experience in financial modelling, particularly in the context of health systems. Experience working with international organizations or NGOs in similar roles will be highly regarded. The consultant should also have a demonstrated ability to work independently and manage multiple tasks effectively within tight deadlines. Previous experience in the Palestinian Territories or similar contexts will be beneficial.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role. Proficiency in additional languages may be considered an asset, depending on the context of the work.

Additional Notes:
The contract duration for this position is two months, with a total of 40 working days expected. This is a consultancy role, and the consultant will be required to work both remotely and on-site in Jerusalem, with regular field visits to the hospitals. The position is part-time, and payments will be based on deliverables as outlined in the contract.
