Job Overview:
The position involves producing a Targeted Gender Fiscal Impact and Fiscal Incidence Assessment, as well as developing a Monitoring and Evaluation (M&E) Framework for the execution of Gender-Tagged Budgets. The consultant will be expected to analyze the fiscal policies and their impacts on gender equality, ensuring that gender considerations are integrated into budgetary processes. This role is crucial for promoting gender-responsive budgeting and ensuring that fiscal policies contribute to gender equity. The consultant will work closely with various stakeholders, including government agencies, civil society organizations, and other partners to gather data, conduct assessments, and provide recommendations based on findings. The consultant is expected to deliver high-quality reports and presentations that effectively communicate the results of the assessments and the proposed M&E framework.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of existing fiscal policies and their impacts on gender equality in Ethiopia.
  • Develop a Targeted Gender Fiscal Impact Assessment that identifies how fiscal policies affect different genders.
  • Create a Fiscal Incidence Assessment to evaluate the distributional effects of fiscal policies on various demographic groups.
  • Collaborate with stakeholders to gather relevant data and insights for the assessments.
  • Develop a Monitoring and Evaluation (M&E) Framework that outlines how to track the implementation and effectiveness of gender-tagged budgets.
  • Prepare detailed reports and presentations summarizing findings, methodologies, and recommendations.
  • Facilitate workshops and discussions with stakeholders to present findings and gather feedback.
  • Ensure that all deliverables are completed within the specified timeline and meet the quality standards set by UNDP.

Required Qualifications:
  • Proven expertise in gender analysis, fiscal policy, and public finance management.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Experience in conducting gender impact assessments and developing M&E frameworks.
  • Familiarity with gender-responsive budgeting practices and policies.
  • Excellent communication skills, both written and verbal, with the ability to present findings clearly to diverse audiences.
  • Strong interpersonal skills and the ability to work collaboratively with various stakeholders.

Educational Background:
A Master's degree in Public Policy, Gender Studies, Economics, or a related field is required. A PhD in a relevant discipline would be an advantage. Additional certifications in gender analysis or public finance management would also be beneficial.

Experience:
A minimum of 5 years of relevant experience in gender analysis, fiscal policy assessment, or public finance management is required. Experience working with international organizations, particularly in the context of gender-responsive budgeting, is highly desirable. Previous experience in conducting assessments and developing frameworks for government budgets is also preferred.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Ethiopia would be an asset, as it would facilitate communication with local stakeholders and enhance the quality of the assessments.

Additional Notes:
The contract duration is for 75 working days, and the consultant is expected to start immediately after the contract agreement is concluded. This position is categorized as a National Consultant and is open to national competition. The consultant will be working under the auspices of UNDP in Ethiopia, and the role is expected to contribute significantly to the advancement of gender equality through fiscal policy analysis.
