Job Overview:
The National Evaluator for the Mid Term Review GEF7 will be responsible for assessing the progress and effectiveness of the Integrated Management and Environmentally Sound Disposal of POPs Pesticides in the Agriculture Sector and Mercury and Waste in the Healthcare Sector in Sri Lanka. This position requires a comprehensive understanding of the project’s objectives, methodologies, and expected outcomes. The evaluator will conduct field visits to the Northwestern and Eastern Provinces, gathering data and insights to inform the evaluation process. The role is crucial for ensuring that the project aligns with its goals and delivers the intended benefits to the communities involved. The evaluator will work closely with UNDP and other stakeholders to provide an objective assessment of the project’s implementation and impact, contributing to the overall success of the initiative.

Duties and Responsibilities:
  • Conduct a thorough evaluation of the project’s progress against its objectives and indicators.
  • Collect and analyze qualitative and quantitative data through field visits, interviews, and surveys.
  • Engage with stakeholders, including local communities, government officials, and project staff, to gather insights and feedback.
  • Prepare a comprehensive evaluation report that includes findings, conclusions, and recommendations for future actions.
  • Ensure that the evaluation process adheres to UNDP’s evaluation standards and guidelines.
  • Present evaluation findings to UNDP and relevant stakeholders, facilitating discussions on lessons learned and best practices.
  • Collaborate with the project team to identify areas for improvement and support the implementation of recommendations.
  • Maintain clear and open communication with UNDP throughout the evaluation process, providing updates and addressing any concerns.

Required Qualifications:
  • Proven experience in conducting evaluations, particularly in the context of environmental projects or similar fields.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP’s evaluation policies and procedures is an asset.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Proficiency in using evaluation tools and methodologies, including both qualitative and quantitative approaches.

Educational Background:
A Master’s degree in Environmental Science, Social Science, Development Studies, or a related field is required. Additional certifications in project evaluation or monitoring and evaluation (M&E) would be advantageous.

Experience:
A minimum of 5 years of professional experience in project evaluation, particularly in the areas of environmental management, public health, or sustainable development. Experience working with UN agencies or international organizations is preferred.

Languages:
Fluency in English is mandatory. Proficiency in Sinhala and/or Tamil is highly desirable, as it will facilitate communication with local stakeholders during field visits and evaluations.

The contract duration is 35 days within a period of 5 months, starting from 15 June 202
  • This position is open only to Sri Lankan individuals, and submissions from organizations or other nationals will not be considered. The role is classified as a National Consultant position, and the work will be home-based with required field visits to specific provinces.
