Duties and Responsibilities:
The consultant will be tasked with the following duties and responsibilities:
  • Conduct a comprehensive review of existing laws and regulations related to electronic transactions and communications in Lesotho.
  • Engage with stakeholders, including government agencies, legal experts, and civil society, to gather input and insights on the proposed bill.
  • Draft the Electronic Transactions and Communications Bill, ensuring it is clear, comprehensive, and compliant with international standards.
  • Prepare explanatory notes and guidelines to accompany the draft bill, outlining its objectives and implications.
  • Facilitate workshops or meetings to present the draft bill to stakeholders and gather feedback.
  • Revise the draft bill based on stakeholder feedback and prepare the final version for submission.
  • Provide ongoing support and advice to UNDP and relevant government bodies throughout the drafting process.

Required Qualifications:
Candidates must possess a strong background in law, particularly in areas related to electronic transactions, data protection, and communications law. A proven track record of drafting legislation or legal documents is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to work collaboratively with diverse stakeholders. Familiarity with the legal and regulatory environment in Lesotho is highly desirable, as is experience working with international organizations or development agencies.

Educational Background:
A minimum of a Master’s degree in Law, Public Policy, or a related field is required. Candidates with a specialization in information technology law or electronic commerce law will be given preference. Experience:
