Job Overview: This position involves providing local consultancy for the design of a technical guide aimed at prosecutors and police. Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conducting a thorough assessment of the current legal frameworks and practices related to prosecution and policing in Uruguay.
Engaging with key stakeholders, including prosecutors, police officers, and legal experts, to gather insights and identify best practices.
Developing a draft technical guide that outlines procedures, protocols, and best practices for prosecutors and police.
Facilitating workshops and discussions to validate the content of the guide with stakeholders.
Revising the guide based on feedback received during validation sessions.
Finalizing the technical guide and ensuring it is formatted for easy distribution and use.
Providing recommendations for the implementation of the guide and potential training needs for users.
Submitting progress reports to UNDP and participating in regular meetings to discuss project developments.
Required Qualifications: The ideal candidate should possess the following qualifications:
Proven experience in legal consultancy, particularly in the areas of prosecution and policing.
Strong understanding of the Uruguayan legal system and law enforcement practices.
Excellent analytical and research skills, with the ability to synthesize complex information into clear and actionable guidance.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Experience in developing training materials or guides for legal practitioners is an asset.
Educational Background: Candidates must have an advanced degree in law, criminal justice, or a related field. A specialization in criminal law or public policy is preferred, as it will provide the necessary background to understand the complexities of the legal system and the challenges faced by prosecutors and police in Uruguay.
Experience: The position requires a minimum of 5 years of relevant experience in legal consultancy, particularly in the fields of prosecution and law enforcement. Experience working with international organizations or government agencies in similar roles will be highly regarded. The candidate should also have a track record of successfully developing training materials or guides for legal practitioners.
Languages: Fluency in Spanish is mandatory, as the guide will be developed in Spanish and will be used by local practitioners.
