Job Overview: The position involves providing consultancy services aimed at strengthening territorial responses to Gender-Based Violence (GBV) in Uruguay. The consultant will be expected to assess current strategies, identify gaps, and propose actionable recommendations to enhance the effectiveness of local responses to GBV. This role requires a deep understanding of the socio-cultural dynamics surrounding GBV in the region, as well as familiarity with existing frameworks and policies. The consultant will work closely with local stakeholders, including government agencies, NGOs, and community organizations, to ensure that the proposed strategies are contextually relevant and sustainable. The overarching goal is to create a comprehensive approach that not only addresses immediate needs but also contributes to long-term prevention and support mechanisms for victims of GBV.
Duties and Responsibilities:
Conduct a thorough assessment of existing territorial responses to GBV in Uruguay, including reviewing policies, programs, and services currently in place.
Engage with key stakeholders, including government officials, NGOs, and community leaders, to gather insights and perspectives on the effectiveness of current strategies.
Identify gaps and challenges in the current response mechanisms and propose evidence-based recommendations for improvement.
Develop a comprehensive report detailing findings, recommendations, and an action plan for strengthening territorial responses to GBV.
Facilitate workshops and training sessions for stakeholders to disseminate findings and foster collaboration among different sectors involved in GBV response.
Monitor and evaluate the implementation of recommended strategies, providing ongoing support and guidance as needed.
Ensure that all activities are aligned with UNDP’s mission and values, promoting gender equality and human rights.
Required Qualifications:
Proven experience in gender studies, social work, public health, or a related field, with a focus on GBV.
Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Familiarity with the legal and policy frameworks related to GBV in Uruguay and the broader Latin American context.
Experience in conducting assessments and evaluations in a consultancy capacity is highly desirable.
Ability to work independently and manage multiple tasks effectively under tight deadlines.
Educational Background: A minimum of a Master’s degree in Gender Studies, Social Work, Public Health, International Development, or a related field is required. A PhD in a relevant discipline would be an advantage. Additional certifications or training in GBV response and prevention would be beneficial.
Experience: At least 5 years of professional experience in the field of gender-based violence, social development, or related areas. Experience working with international organizations, particularly in consultancy roles, is preferred. Demonstrated experience in conducting assessments and developing strategic recommendations is essential.
Languages: Fluency in Spanish is mandatory, as all communications and reports will be conducted in this language. Proficiency in English is desirable, as it may be necessary for engaging with international stakeholders and accessing global resources.
Additional Notes: This consultancy is expected to be a short-term contract, with specific deliverables and timelines outlined in the contract agreement. The position is part-time, with flexibility in working hours to accommodate stakeholder meetings and workshops. The consultant will be expected to work remotely, with occasional travel to local sites as necessary. Compensation will be commensurate with experience and in line with UNDP’s consultancy rates.
