Job Overview: The BiodiversityFinance Specialist will serve as a National Individual Consultant under the UNDP, specifically for the GEF8 Umbrella programme aimed at designing a national Biodiversity Finance Plan. This role is crucial for integrating biodiversity considerations into national financial planning and ensuring sustainable financing for biodiversity conservation efforts. The consultant will be expected to analyze existing biodiversity financing mechanisms, identify gaps, and propose innovative solutions to enhance financial resources for biodiversity initiatives. The position requires a deep understanding of biodiversity finance, policy frameworks, and stakeholder engagement to effectively contribute to the development of a comprehensive finance plan that aligns with national priorities and international commitments.
Duties and Responsibilities: The Biodiversity Finance Specialist will be responsible for a variety of tasks including: conducting a thorough assessment of current biodiversity financing sources and mechanisms; engaging with stakeholders from government, civil society, and the private sector to gather insights and foster collaboration; developing a detailed national Biodiversity Finance Plan that outlines strategies for mobilizing financial resources; providing technical guidance and support to government agencies in implementing the finance plan; monitoring and evaluating the effectiveness of financing strategies and making necessary adjustments; preparing reports and presentations to communicate findings and recommendations to stakeholders; and ensuring that the finance plan aligns with global biodiversity targets and national development goals.
Required Qualifications: Candidates must possess a strong background in biodiversity finance, environmental economics, or a related field. A proven track record of working on biodiversity conservation projects and familiarity with international biodiversity frameworks such as the Convention on Biological Diversity (CBD) is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to engage with diverse stakeholders, and experience in developing financial strategies for environmental projects. Proficiency in project management and excellent communication skills are also required.
Educational Background: A minimum of a Master's degree in environmental science, economics, finance, or a related field is required. Candidates with a PhD or equivalent experience in biodiversity finance or conservation will be given preference. Relevant certifications in project management or biodiversity conservation will also be advantageous.
Experience: The position requires at least 5 years of professional experience in biodiversity finance, environmental policy, or related fields. Experience working with international organizations, government agencies, or NGOs on biodiversity projects is highly desirable. Candidates should have a demonstrated ability to manage complex projects and work collaboratively with various stakeholders.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.
Additional Notes: This position is a contract-based role for a duration of 126 working days over a period of 6 months. The consultant will work home-based but may be required to attend meetings or workshops in Tripoli, Libya. The role is classified as an individual contractor position, and candidates should be prepared to submit their proposals directly through the UNDP supplier portal by the specified deadline.
