Job Overview:
The position of Consultant on Gender-Responsive Fiscal Policy and Care Economy Reform is designed for a national consultant who will work on developing and implementing fiscal policies that are responsive to gender issues and promote the care economy. This role is crucial in ensuring that fiscal policies are inclusive and equitable, addressing the needs of all genders, particularly in the context of care work, which is often undervalued and underfunded. The consultant will be expected to analyze existing fiscal policies, identify gaps, and propose reforms that enhance gender equality and support the care economy. The assignment is home-based, with no travel required, and is set to take place from June 2026 to December 2026, lasting up to six months. The consultant will need to engage with various stakeholders, including government officials, civil society organizations, and other relevant entities to gather insights and foster collaboration.

Duties and Responsibilities:
The consultant will be responsible for a range of duties including conducting a comprehensive analysis of current fiscal policies and their impact on gender equality and the care economy. This includes reviewing existing literature, data collection, and stakeholder consultations. The consultant will also be tasked with developing policy recommendations that promote gender-responsive budgeting and enhance support for the care economy. Additionally, the consultant will prepare reports and presentations to communicate findings and recommendations to stakeholders. Engaging in capacity-building activities and providing technical assistance to government entities on implementing gender-responsive fiscal policies will also be part of the responsibilities. The consultant must ensure that all outputs are aligned with UNDP's strategic goals and contribute to the broader agenda of gender equality and sustainable development.

Required Qualifications:
Candidates must possess a strong understanding of gender issues, fiscal policy, and the care economy. A proven track record in policy analysis and development, particularly in the context of gender-responsive budgeting, is essential. The consultant should have excellent analytical skills, with the ability to synthesize complex information and present it clearly. Strong communication and interpersonal skills are required to effectively engage with diverse stakeholders. Familiarity with UNDP's mission and operations, as well as experience working in the development sector, will be advantageous. The consultant should also demonstrate a commitment to gender equality and sustainable development principles.

Educational Background:
A master's degree in economics, public policy, gender studies, or a related field is required. Candidates with a PhD or equivalent experience in relevant areas will be given preference. Additional certifications or training in gender-responsive budgeting or fiscal policy analysis will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in fiscal policy analysis, gender equality, or related fields. Experience working with international organizations, particularly in the context of gender-responsive policies, is highly desirable. The consultant should have a demonstrated ability to work independently and manage multiple tasks effectively within tight deadlines.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role. Knowledge of additional languages may be considered an asset.

Additional Notes:
This position is classified as a national consultant role, and it is a home-based assignment with no travel required. The contract duration is from June 2026 to December 2026, with a maximum of six months of engagement. The consultant will be compensated according to UNDP's established rates for individual contractors.
