Job Overview:
The National Consultant will be responsible for conducting a terminal evaluation of a specific project as outlined in the Terms of Reference (TOR). This evaluation aims to assess the project's effectiveness, efficiency, relevance, sustainability, and impact. The consultant will analyze project outcomes against the objectives set at the beginning of the project and provide recommendations for future initiatives. The evaluation process will involve collecting and analyzing data, conducting interviews with stakeholders, and synthesizing findings into a comprehensive report. The consultant is expected to work independently while adhering to UNDP's standards and guidelines throughout the evaluation process.

Duties and Responsibilities:
  • Review project documentation, including project proposals, reports, and monitoring data to understand the project's objectives and context.
  • Develop an evaluation framework and methodology that aligns with UNDP's evaluation standards.
  • Conduct interviews and focus group discussions with project stakeholders, including beneficiaries, partners, and UNDP staff.
  • Collect and analyze quantitative and qualitative data to assess project performance.
  • Prepare a draft evaluation report that includes findings, conclusions, and recommendations.
  • Present the draft report to UNDP and stakeholders for feedback.
  • Revise the report based on feedback received and submit the final evaluation report.
  • Ensure that the evaluation process is transparent and participatory, engaging stakeholders throughout the evaluation.
  • Adhere to ethical standards and confidentiality requirements during the evaluation process.

Required Qualifications:
  • Proven experience in conducting evaluations, particularly in the development sector.
  • Strong analytical skills and the ability to synthesize complex information into clear and concise reports.
  • Familiarity with UNDP's evaluation policies and procedures is an advantage.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A Master's degree in social sciences, development studies, evaluation, or a related field is required. Additional certifications in project management or evaluation methodologies will be considered an asset.

Experience:
A minimum of 5 years of relevant experience in project evaluation, particularly in the context of international development. Experience working with UN agencies or similar organizations is highly desirable. The consultant should have a track record of producing high-quality evaluation reports and recommendations that have been implemented in practice.

Languages:
Fluency in English is mandatory. Knowledge of Swahili or other local languages is an asset and will be considered a plus for engaging with local stakeholders effectively.

Additional Notes:
The contract duration for this consultancy is 30 working days. This position is classified as an individual contractor role, and the consultant will be expected to work remotely while adhering to the deadlines set by UNDP. Compensation will be based on the consultant's qualifications and experience, and specific details will be discussed during the selection process.
