Job Overview: The National Consultant on Agronomy will be responsible for conducting a comprehensive feasibility study aimed at establishing modern infrastructure for the growth of forest reproductive material in Moldova. This includes the creation of a National Center for Forest Genetics and Seminology, along with three regional centers dedicated to the industrial growth of forest reproductive material. The consultant will be expected to analyze current practices, assess the needs for infrastructure development, and provide recommendations that align with the goals of the NDA Readiness project. The consultant will work closely with UNDP and other stakeholders to ensure that the study meets the required standards and contributes to the overall objectives of climate action and sustainable forestry in the region.
Duties and Responsibilities:
Conduct a thorough analysis of the current state of forest reproductive material production in Moldova, including existing infrastructure and practices.
Identify gaps and opportunities for improvement in the production and management of forest reproductive material.
Develop a detailed feasibility study that outlines the necessary infrastructure, resources, and processes required for establishing the National Center for Forest Genetics and Seminology and the regional centers.
Collaborate with local stakeholders, including government agencies, NGOs, and community groups, to gather input and ensure the feasibility study reflects local needs and conditions.
Prepare and present findings and recommendations to UNDP and relevant stakeholders, ensuring clarity and actionable insights.
Ensure that the study aligns with national policies and international best practices in forestry and environmental management.
Provide ongoing support and expertise throughout the project lifecycle, including potential implementation phases.
Required Qualifications:
Advanced degree in Agronomy, Forestry, Environmental Science, or a related field.
Proven experience in conducting feasibility studies, particularly in the agricultural or forestry sectors.
Strong understanding of forest reproductive material production and management practices.
Excellent analytical and research skills, with the ability to synthesize complex information into clear recommendations.
Strong communication and interpersonal skills, with experience working with diverse stakeholders.
Familiarity with UNDP processes and procedures is an advantage.
Educational Background: Candidates must possess at least a Master's degree in Agronomy, Forestry, Environmental Science, or a closely related field. A PhD in a relevant discipline would be considered an asset and may enhance the candidate's profile for this consultancy role.
Experience: The ideal candidate should have a minimum of 5 years of professional experience in agronomy or forestry, with a focus on feasibility studies and project management. Experience working with international organizations, particularly in the context of environmental sustainability and climate action, is highly desirable. Candidates should demonstrate a track record of successful project implementation and stakeholder engagement.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Romanian or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: This consultancy position is expected to be part-time, with a contract duration that will be determined based on the project timeline and deliverables. The consultant will work remotely but may be required to travel within Moldova for stakeholder meetings and site assessments. Compensation will be commensurate with experience and in line with UNDP standards. The consultant will be expected to submit regular progress reports and adhere to the deadlines set forth in the Terms of Reference.
