Job Overview:
The Capacity Development Expert will play a crucial role in enhancing the capacity of the National Commission on Indigenous Peoples (NCIP), indigenous community partners, and stakeholders. This position involves leading the development and enhancement of a capacity development plan, facilitating partnerships with academic institutions, and supporting the creation of training modules and learning materials tailored for various indigenous groups. The expert will also contribute to the documentation of traditional governance systems and provide technical inputs for the development of the Indigenous Peoples Master Plan and the IP Investment Portfolio for Renewable Energy Development. The role requires collaboration with diverse stakeholders and a commitment to fostering educational and skills development initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Capacity Development Expert include:
  • Leading the development and enhancement of the capacity development plan for NCIP and indigenous community partners.
  • Facilitating formal partnerships with academic institutions for education and skills development initiatives.
  • Supporting the review and development of training modules and learning materials for various indigenous groups, including IP youth organizations.
  • Providing inputs on the documentation and operationalization of traditional governance systems to enhance institutional functionality.
  • Contributing to the development of operations manuals, organizational plans, and monitoring and evaluation frameworks for ADMOs.
  • Providing technical inputs for the enhancement of the Indigenous Peoples Master Plan.
  • Assisting in the development of the IP Investment Portfolio and Framework for Renewable Energy Development.
  • Facilitating discussions with NCIP regarding the establishment of an IP academy and developing the curriculum.

Required Qualifications:
The required qualifications for the Capacity Development Expert position include:
  • A bachelor’s degree in education, human resources, organizational development, economics, entrepreneurship, or related fields; an advanced university degree (master’s degree or higher) is preferred.
  • At least seven (7) years of working experience in organizational development for candidates with a master’s degree or PhD, or ten (10) years for those with a bachelor’s degree.
  • Experience in competency mapping and assessment, curriculum and training module development for adult and alternative learning systems, and capacity-building initiatives for diverse stakeholders.
  • Proven involvement in at least one project on designing and implementing training needs analysis (TNA).
  • Experience with at least two projects involving Indigenous Peoples (IPs) or Indigenous Cultural Communities (ICCs).
  • Experience with government agencies related to capacity building and institutional strengthening.
  • Experience in conducting training events using e-learning or blended learning platforms.
  • Preferably, experience with at least two projects involving UNDP, UN agencies, INGOs, NGOs, or academic institutions.

Educational Background:
Candidates must possess a bachelor’s degree in relevant fields such as education, human resources, organizational development, economics, or entrepreneurship. An advanced university degree (master’s degree or higher) in these fields is considered an advantage and may enhance the candidate's qualifications for the role.

Experience:
The position requires a significant level of experience, specifically at least seven years for candidates with a master’s degree or PhD, and ten years for those with a bachelor’s degree.
