Job Overview:
The position of Individual Consultant - Evaluator under PROmoting Inclusive GRowth involves conducting evaluations to assess the effectiveness and impact of various programs aimed at promoting inclusive growth. The consultant will be responsible for designing evaluation frameworks, collecting and analyzing data, and providing actionable recommendations based on findings. This role requires a deep understanding of inclusive growth principles and the ability to engage with diverse stakeholders, including government officials, community members, and other partners. The consultant will work closely with UNDP to ensure that evaluations align with organizational goals and contribute to evidence-based decision-making.

Duties and Responsibilities:
  • Develop comprehensive evaluation plans that outline objectives, methodologies, and timelines.
  • Conduct qualitative and quantitative data collection through surveys, interviews, and focus groups.
  • Analyze data to assess program effectiveness and identify areas for improvement.
  • Prepare detailed evaluation reports that summarize findings, conclusions, and recommendations.
  • Present evaluation results to stakeholders, including UNDP staff and partners, in a clear and engaging manner.
  • Collaborate with UNDP teams to integrate evaluation findings into program planning and implementation.
  • Ensure adherence to ethical standards and guidelines throughout the evaluation process.
  • Provide ongoing support and guidance to UNDP in developing a culture of evaluation and learning.

Required Qualifications:
  • Proven experience in conducting evaluations, particularly in the context of development programs.
  • Strong analytical skills with the ability to interpret complex data and draw meaningful conclusions.
  • Excellent written and verbal communication skills, with experience in report writing and presentation.
  • Familiarity with evaluation methodologies and tools, including both qualitative and quantitative approaches.
  • Ability to work independently and manage multiple tasks effectively within tight deadlines.
  • Strong interpersonal skills and the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
A Master's degree in a relevant field such as social sciences, development studies, public policy, or a related discipline is required. Additional certifications in evaluation or monitoring and evaluation (M&E) would be an asset.

Experience:
A minimum of 5 years of professional experience in evaluation, research, or related fields is required. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Familiarity with UNDP's mission and programs will be considered an advantage.

Languages:
Fluency in English is mandatory. Knowledge of additional languages, particularly local languages spoken in India, would be considered an asset and beneficial for stakeholder engagement.

Additional Notes:
The contract duration for this position is for 30 working days spread over a period of 3 months. This is a consultancy role, and the consultant will be expected to work remotely, with potential travel to project sites as necessary. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
