Job Overview:
The National Consultant for Institutionalizing Socio‑Economic Risk Assessment Tools will play a crucial role in enhancing the capacity of local institutions to assess socio-economic risks effectively. This position involves working closely with various stakeholders to develop and implement risk assessment tools that can be integrated into existing frameworks. The consultant will be expected to provide technical expertise, facilitate workshops, and ensure that the tools developed are user-friendly and applicable in real-world scenarios. Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting a comprehensive analysis of existing socio-economic risk assessment tools and frameworks.
  • Collaborating with local stakeholders to identify specific needs and gaps in current risk assessment practices.
  • Developing tailored socio-economic risk assessment tools that are context-specific and user-friendly.
  • Facilitating training sessions and workshops for local institutions to enhance their capacity in using the developed tools.
  • Providing ongoing support and guidance to ensure the effective implementation of the tools.
  • Monitoring and evaluating the impact of the risk assessment tools on local decision-making processes.
  • Preparing detailed reports and documentation of the processes and outcomes of the consultancy.

Required Qualifications:
The ideal candidate for this position should possess a strong background in socio-economic analysis, risk assessment, and institutional capacity building. Required qualifications include:
  • Advanced degree in social sciences, economics, public policy, or a related field.
  • Proven experience in developing and implementing socio-economic risk assessment tools.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders.
  • Familiarity with UNDP's operational procedures and frameworks is an advantage.

Educational Background:
Candidates must have an advanced degree (Master's or equivalent) in social sciences, economics, public policy, or a related field. A PhD or equivalent qualification would be considered an asset, particularly for those with extensive experience in socio-economic risk assessment.

Experience:
A minimum of 5 years of relevant professional experience in socio-economic analysis, risk assessment, or related fields is required. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. The candidate should also have a proven track record of successfully implementing projects that involve capacity building and stakeholder engagement.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Georgian or other local languages would be considered an asset, as it would facilitate better communication with local stakeholders and enhance the effectiveness of the consultancy.

Additional Notes:
This consultancy position is expected to be part-time, with a total of up to 100 consultancy days spread over approximately 10 months. The consultant will be required to submit proposals directly through the UNDP supplier portal by the specified deadline. The position is open to both national and international candidates, and the compensation will be commensurate with experience and qualifications. The consultant will be expected to work closely with the Georgia HR Unit and adhere to UNDP's procurement guidelines.
