Job Overview: The HCWM Consultant position is focused on strengthening health care waste management (HCWM) in Myanmar, particularly in the context of immunization sharps waste management in public health facilities. The consultant will work under the guidance of the Ministry of Health (MOH) and collaborate with various national programs, UN agencies, and international organizations. The role involves conducting a situation analysis of current HCWM practices, reviewing and adapting existing policies and guidelines, developing training materials, and creating a five-year roadmap for HCWM activities. The consultant will play a crucial role in ensuring that HCWM practices align with international standards and address local needs, thereby enhancing the overall health care waste management system in Myanmar.
Duties and Responsibilities:
Conduct a comprehensive situation analysis of current HCWM practices using WHO recommended tools and methodologies to identify existing gaps.
Review and adapt existing HCWM policies, guidelines, and standard operating procedures (SOPs) to ensure they meet international and national standards.
Update and align training materials with revised policies and international best practices.
Develop competency-based, user-friendly training packages tailored for different health worker cadres and conduct Training of Trainers (TOT) sessions.
Create a detailed five-year roadmap of activities and actions, including timelines and necessary budget allocations for effective HCWM implementation.
Collaborate with MOH and other stakeholders to ensure the successful execution of HCWM initiatives and promote sustainable practices.
Required Qualifications: Candidates must possess an advanced university degree in fields such as Public Health, Environmental Health, Environmental Science, Public Policy, Urban Planning, Sustainability, or a related area. Professional certifications in waste management or environmental policy, such as Certified Hazardous Materials Manager (CHMM) or Certified Environmental Professional (CEP), are advantageous. Candidates should demonstrate a strong understanding of local, national, and international waste management regulations and standards, as well as skills in developing long-term strategies and policies to address waste management challenges.
Educational Background: An advanced university degree in Public Health, Environmental Health, Environmental Science, Public Policy, Urban Planning, Sustainability, or a related field is required. Additional professional certifications in waste management or environmental policy are beneficial and can enhance a candidate's qualifications.
Experience: A minimum of 5 years of professional experience in waste management, environmental policy, public health, or a related field is required. Candidates should have experience in policy development, implementation, and evaluation, particularly within health sector institutions, NGOs, or development programs. Relevant experience in conducting training programs and stakeholder engagement is also essential.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it facilitates communication with local stakeholders and communities.
