Job Overview:
The position involves designing and implementing a Centralized Data Repository and Monitoring Dashboard specifically for the Ministry of Women, Community and Social Development (MWCSD) in Samoa. The consultant will be responsible for creating a system that effectively collects, manages, and visualizes data to support the ministry's objectives. This role requires a deep understanding of data management systems and the ability to translate complex data into actionable insights. The consultant will work closely with stakeholders to ensure that the dashboard meets the needs of the ministry and facilitates informed decision-making. The assignment is expected to be completed over a period of 50 days within a span of 5 months, emphasizing the importance of timely and efficient project execution.

Duties and Responsibilities:
  • Conduct a needs assessment to understand the data requirements of the MWCSD.
  • Design a centralized data repository that integrates various data sources relevant to the ministry's functions.
  • Develop a user-friendly monitoring dashboard that provides real-time data visualization and reporting capabilities.
  • Collaborate with ministry staff to ensure the dashboard aligns with their operational needs and enhances data-driven decision-making.
  • Provide training and support to ministry personnel on how to use the dashboard effectively.

  • Prepare and submit progress reports to UNDP and the ministry throughout the project duration.

Required Qualifications:
The ideal candidate should possess strong technical skills in data management and visualization tools. They should have experience in developing dashboards and data repositories, preferably in a governmental or non-profit context. Familiarity with the specific needs of social development sectors is highly desirable. The consultant should also demonstrate excellent communication skills to effectively engage with stakeholders and present findings clearly. A proactive approach to problem-solving and the ability to work independently are essential for success in this role.

Educational Background:
A minimum of a bachelor's degree in data science, information technology, social sciences, or a related field is required. A master's degree or equivalent experience in a relevant area will be considered an asset. Additional certifications in data management or project management may also be beneficial.

Experience:
Candidates should have at least 3-5 years of professional experience in data management, analysis, and visualization. Experience working with governmental organizations or international development agencies is preferred. Proven track record of successfully implementing similar projects will be a significant advantage.

Languages:
Fluency in English is mandatory, as all communications and documentation will be conducted in English. Knowledge of Samoan language is a plus, as it may facilitate better engagement with local stakeholders.

Additional Notes:
This consultancy position is for a fixed term of 50 days, to be completed within a 5-month period. The consultant may submit proposals in Samoan Tala (WST) if they are based in Samoa. The position is part-time, and the consultant is expected to manage their time effectively to meet project deadlines. Compensation details will be discussed during the negotiation phase, and benefits may include access to UNDP resources and networks.
