Job Overview:
The position involves conducting a gender fiscal impact assessment specifically targeting women-owned micro, small, and medium enterprises (MSMEs). The consultant will be responsible for analyzing the fiscal policies and their impacts on women entrepreneurs, identifying barriers to their economic empowerment, and providing recommendations for policy improvements. This role requires a deep understanding of gender issues in economic contexts, as well as the ability to engage with various stakeholders, including government agencies, women's organizations, and the private sector. The consultant is expected to deliver a comprehensive report that outlines findings and actionable insights to enhance the fiscal environment for women-owned businesses.

Duties and Responsibilities:
  • Conduct a thorough analysis of existing fiscal policies affecting women-owned MSMEs in Liberia.
  • Identify key barriers and challenges faced by women entrepreneurs in accessing financial resources and support.
  • Engage with stakeholders, including government officials, women's groups, and business associations, to gather insights and data.
  • Develop a framework for assessing the gender impact of fiscal policies and practices.
  • Prepare a detailed report summarizing findings, conclusions, and recommendations for policy adjustments.
  • Present findings to relevant stakeholders and facilitate discussions on potential policy reforms.
  • Ensure that the assessment aligns with UNDP's goals and objectives related to gender equality and women's empowerment.

Required Qualifications:
  • Proven expertise in gender analysis and fiscal policy assessment.
  • Strong understanding of the economic landscape for MSMEs, particularly those owned by women.
  • Experience working with government agencies, NGOs, and international organizations.
  • Excellent analytical and research skills, with the ability to synthesize complex information into clear recommendations.
  • Strong communication and interpersonal skills to effectively engage with diverse stakeholders.

Educational Background:
A master's degree in economics, gender studies, public policy, or a related field is required. Additional certifications or training in gender analysis or fiscal policy would be advantageous.

Experience:
A minimum of 5 years of relevant experience in conducting gender assessments, fiscal policy analysis, or related fields is required. Experience working in Liberia or similar contexts is preferred, as well as familiarity with UNDP's operational frameworks and methodologies.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Liberia would be an asset, as it may facilitate better engagement with local stakeholders.

Additional Notes:
The contract duration is for 30 working days spread over a period of 4 months, with intermittent work expected throughout the contract period.
