Job Overview:
The position of National Consultant is crucial for supporting the Mid-Term Review (MTR) and Terminal Evaluation (TE) of specific projects in Angola. The consultant will work closely with the International Evaluation Team Leader and UNDP project teams to ensure that evaluations are conducted effectively and in accordance with UNDP and GEF standards. The consultant's role will involve reviewing project documents, preparing evaluation reports, and facilitating stakeholder consultations. The ultimate goal is to assess project performance and provide recommendations for future programming, thereby contributing to the overall mission of UNDP in promoting sustainable development in Angola.

Duties and Responsibilities:
The National Consultant will have a comprehensive set of responsibilities, including:
  • Reviewing project documents, monitoring frameworks, annual reports, workplans, financial reports, and relevant national policies to gather necessary information for evaluations.
  • Supporting the preparation of Evaluation Inception Reports, methodologies, stakeholder mapping, and workplans to guide the evaluation process.
  • Coordinating and facilitating stakeholder consultations, interviews, and engagement meetings to gather diverse perspectives and insights.
  • Organizing and participating in field missions to collect data and validate findings in various provinces of Angola.
  • Collecting, analyzing, validating, and triangulating qualitative and quantitative information to ensure robust evaluation outcomes.
  • Providing contextual analysis regarding institutional frameworks, stakeholder dynamics, and project implementation in Angola to inform the evaluation process.
  • Contributing to the drafting of evaluation reports, presentations, and validation processes to communicate findings effectively.
  • Documenting consultations, field observations, and evaluation findings to maintain a comprehensive record of the evaluation process.
  • Identifying lessons learned, challenges, good practices, and recommendations for future programming to enhance the effectiveness of UNDP initiatives.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Proven experience in conducting evaluations, particularly in the context of development projects.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Familiarity with UNDP and GEF evaluation standards and methodologies is highly desirable.
  • Excellent communication and interpersonal skills to engage effectively with stakeholders at various levels.
  • Ability to work independently and collaboratively within a team environment, demonstrating flexibility and adaptability to changing circumstances.

Educational Background:
A minimum of a Master's degree in a relevant field such as social sciences, environmental studies, development studies, or a related discipline is required. Additional certifications in monitoring and evaluation or project management would be advantageous.

Experience:
The position requires a minimum of 5 years of relevant professional experience in monitoring and evaluation, particularly in the context of international development projects. Experience working with UN agencies or similar organizations is preferred, as is familiarity with the specific challenges and opportunities in Angola.

Languages:
Fluency in English is mandatory, while proficiency in Portuguese is highly desirable given the local context. Knowledge of additional languages spoken in Angola would be considered an asset.

Additional Notes:
The consultancy is expected to last for 45 working days over a period of approximately 2–3 months, with the consultant based in Angola. Field missions to Cabinda, Malanje (Luando), and Moxico provinces may be required. This is a national consultant position, and candidates must be residents of Angola. The contract will be governed by UNDP's policies and procedures, and compensation will be commensurate with experience and qualifications.
