Job Overview: This position involves the hiring of an individual contractor who will be responsible for the development and application of a monitoring and evaluation methodology for assessing the progress of training actions developed under the Agreement Letter. The contractor will also conduct a diagnosis and propose guidelines for improving the training policy of the Child and Adolescent Rights Guarantee System. The role is crucial in ensuring that the training programs are effective and aligned with the goals of the UNDP and the local government. The contractor will work closely with various stakeholders to gather data, analyze results, and provide actionable recommendations to enhance the training initiatives.
Duties and Responsibilities: The contractor will be responsible for the following duties:
Develop a comprehensive methodology for monitoring and evaluating training actions, ensuring it aligns with best practices and the specific needs of the project.
Implement the monitoring and evaluation framework, including data collection, analysis, and reporting.
Conduct regular assessments of training programs to measure their effectiveness and impact on the target population.
Collaborate with stakeholders, including government agencies and community organizations, to gather feedback and insights on the training initiatives.
Prepare detailed reports on findings and recommendations for improving training policies and practices.
Facilitate workshops and training sessions to share evaluation results and best practices with relevant stakeholders.
Ensure compliance with UNDP's policies and procedures throughout the evaluation process.
Required Qualifications: The position requires the following qualifications:
A bachelor's degree from a recognized institution in the field of Human Sciences, Applied Social Sciences, or related areas.
A minimum of two years of proven professional experience in activities related to monitoring, evaluation, or implementation of public policies, programs, or projects.
Strong analytical skills and the ability to interpret data effectively.
Excellent communication skills, both written and verbal, in Portuguese.
Familiarity with the UNDP's operational procedures and guidelines is an advantage.
Educational Background: Candidates must possess a higher education degree from an institution recognized by the Ministry of Education (MEC) in Brazil. Preferred fields of study include Human Sciences, Applied Social Sciences, or related disciplines that provide a solid foundation for understanding social dynamics and public policy implementation.
Experience: Candidates should have at least two years of relevant professional experience. This experience should include work in monitoring and evaluation, particularly in the context of public policies or programs. Experience working with governmental or non-governmental organizations in Brazil is highly desirable, as it demonstrates familiarity with local contexts and challenges.
Languages: Proficiency in Portuguese is mandatory, as all communications and documentation will be conducted in this language. Knowledge of English is considered an asset, as it may facilitate access to additional resources and international best practices in monitoring and evaluation.
Additional Notes: The contract duration for this position is set for 365 days, with the possibility of extension based on performance and project needs. This is a full-time position, and the contractor will be expected to work closely with the UNDP team and other stakeholders. The position is open to both national and international candidates, and compensation will be determined based on UNDP's payment policies. Payments will be made via bank transfer upon acceptance of deliverables as specified in the Terms of Reference (TOR).
