Job Overview:
The position of Individual Contractor (IC) for Monitoring and Evaluation involves providing technical support, progress evaluation, and integrated analysis of actions developed under the Agreement Letters linked to Project BRA/18/02
  • The contractor will be responsible for systematizing evidence and preparing recommendations to enhance public policies aimed at the rights of children and adolescents. This role requires a deep understanding of monitoring and evaluation processes, as well as the ability to analyze data and provide actionable insights to improve program effectiveness. The contractor will work closely with various stakeholders to ensure that the objectives of the project are met and that the outcomes are aligned with the strategic goals of UNDP.

Duties and Responsibilities:
The duties and responsibilities of the IC include:
  • Conducting technical monitoring and evaluation of the actions developed under the project.
  • Analyzing progress and outcomes of the initiatives related to children's and adolescents' rights.
  • Systematizing evidence gathered from various sources to inform policy recommendations.
  • Collaborating with project teams and stakeholders to ensure alignment with project goals.
  • Preparing detailed reports and presentations on findings and recommendations.
  • Engaging in continuous communication with UNDP and other partners to provide updates on progress and challenges.
  • Ensuring compliance with UNDP's standards and guidelines throughout the evaluation process.
  • Participating in meetings and workshops to discuss findings and gather feedback from stakeholders.

Required Qualifications:
The minimum required qualifications for this position include:
  • A bachelor's degree from a recognized higher education institution, preferably in the fields of Human Sciences, Applied Social Sciences, or related areas.
  • Proven professional experience of at least two years in activities related to monitoring, evaluation, or implementation of public policies, programs, or projects.
  • Strong analytical skills and the ability to interpret complex data.
  • Excellent communication skills, both written and verbal, in Portuguese.
  • Familiarity with the UNDP's operational procedures and guidelines is an advantage.

Educational Background:
Candidates must possess a higher education degree from an institution recognized by the Ministry of Education (MEC) in Brazil. The preferred fields of study include Human Sciences, Applied Social Sciences, or related disciplines that provide a solid foundation for understanding social issues and public policy frameworks.

Experience:
The position requires a minimum of two years of professional experience in monitoring, evaluation, or implementation of public policies, programs, or projects. This experience should demonstrate the candidate's ability to effectively analyze and evaluate program outcomes and contribute to the development of evidence-based recommendations.

Languages:
The mandatory language for this position is Portuguese, as the work will primarily involve communication and documentation in this language. Proficiency in English is considered a good to have, as it may facilitate communication with international stakeholders and access to global resources.

Additional Notes:
This contract is for a duration of 365 days, and the position is classified as an Individual Contractor role. The contractor will be compensated through bank transfer upon acceptance of deliverables specified in the Terms of Reference (TOR) by UNDP.
