Job Overview:
The National Consultant – Institutional and Constitutional Expert position is designed to provide expert advice and support to the UNDP in Lesotho. The consultant will be responsible for analyzing and advising on institutional frameworks and constitutional matters within the country. This role requires a deep understanding of the legal and institutional landscape of Lesotho, as well as the ability to engage with various stakeholders, including government officials, civil society, and international partners. The consultant will work closely with the UNDP team to ensure that the recommendations align with national priorities and international best practices. The assignment is expected to last for 130 working days over a period of six months, during which the consultant will conduct research, facilitate workshops, and provide written reports on their findings and recommendations.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: conducting a comprehensive analysis of the current institutional and constitutional frameworks in Lesotho; providing expert recommendations for reforms and improvements; engaging with stakeholders to gather insights and feedback; preparing detailed reports and presentations on findings; facilitating workshops and discussions to promote understanding of constitutional issues; collaborating with UNDP staff and other consultants to ensure a cohesive approach to institutional development; and ensuring that all work is completed within the specified timeframe and meets the quality standards set by UNDP.

Required Qualifications:
Candidates must possess a strong background in constitutional law, public administration, or a related field. A proven track record of working with governmental and non-governmental organizations on institutional reforms is essential. The consultant should have excellent analytical and communication skills, with the ability to present complex information in a clear and concise manner. Familiarity with the political and legal context of Lesotho is highly desirable, as is experience in capacity building and stakeholder engagement.

Educational Background:
A minimum of a Master’s degree in Law, Political Science, Public Administration, or a related field is required. Additional certifications or training in constitutional law or institutional development will be considered an asset. Candidates with a PhD in a relevant field will be given preference.

Experience:
The ideal candidate should have at least 5-7 years of professional experience in constitutional law, institutional development, or a related area. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly valued. The consultant should demonstrate a history of successful project management and the ability to work independently as well as part of a team.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Sesotho or other local languages is considered an advantage, as it may facilitate better engagement with local stakeholders.

Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 130 working days over a period of six months. The consultant is expected to work full-time during this period, and the position is based in Lesotho. Compensation will be commensurate with experience and qualifications, and the consultant will be responsible for their own travel and accommodation arrangements.
