Job Overview:
This consultancy position focuses on analyzing incentives that have a negative impact on biodiversity. The consultant will be expected to conduct thorough research and analysis to identify specific incentives that may be detrimental to biodiversity conservation efforts. The role involves collaborating with various stakeholders, including governmental and non-governmental organizations, to gather data and insights on existing policies and practices. The consultant will also be responsible for providing recommendations on how to mitigate these negative impacts and promote more sustainable practices. This position requires a deep understanding of biodiversity issues, environmental policies, and the socio-economic factors that influence biodiversity conservation. The consultant will play a crucial role in informing policy decisions and contributing to the development of strategies that align with global biodiversity goals.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a comprehensive analysis of current incentives that negatively affect biodiversity in Uruguay.
  • Engage with stakeholders, including government agencies, NGOs, and local communities, to gather qualitative and quantitative data.
  • Prepare detailed reports outlining findings, including case studies and examples of best practices from other regions.
  • Develop actionable recommendations for policymakers to reform or eliminate harmful incentives.
  • Facilitate workshops and discussions with stakeholders to present findings and gather feedback.
  • Monitor and evaluate the impact of proposed changes on biodiversity conservation efforts.
  • Collaborate with UNDP and other partners to ensure alignment with national and international biodiversity strategies.
  • Provide ongoing support and expertise throughout the consultancy period to ensure successful implementation of recommendations.

Required Qualifications:
The ideal candidate for this consultancy position should possess the following qualifications:
  • A strong background in environmental science, ecology, or a related field.
  • Proven experience in conducting research and analysis related to biodiversity and environmental policies.
  • Familiarity with the socio-economic factors influencing biodiversity conservation.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills to effectively engage with diverse stakeholders.
  • Ability to work independently and manage multiple tasks effectively.
  • Proficiency in using data analysis tools and software.

Educational Background:
Candidates should have at least a Master's degree in environmental science, ecology, conservation biology, or a related field. A Ph.D. in a relevant discipline is preferred but not mandatory. Additional certifications or training in biodiversity conservation or environmental policy will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant experience in biodiversity research, environmental policy analysis, or related fields. Experience working with international organizations, government agencies, or NGOs focused on biodiversity conservation is highly desirable. The candidate should have a proven track record of successfully managing consultancy projects and delivering high-quality outputs within deadlines.

Languages:
Fluency in Spanish is mandatory, as the consultancy will be conducted in Uruguay. Proficiency in English is also required, as the consultant may need to prepare reports and communicate with international stakeholders. Knowledge of additional languages, particularly Portuguese, would be considered an advantage.

Additional Notes:
This consultancy is expected to be a full-time position for a specified duration, with the possibility of extension based on project needs and performance.
