Job Overview: The position of Senior Parliamentary Expert for Consultative Engagement involves providing expert advice and support to enhance legislative consensus building and facilitate consultative engagements within the parliamentary framework. The expert will work closely with parliamentary committees, government officials, and other stakeholders to promote effective dialogue and collaboration on legislative matters. The role requires a deep understanding of parliamentary processes, legislative frameworks, and the ability to navigate complex political environments. The expert will be expected to develop strategies for engaging various stakeholders, ensuring that diverse perspectives are considered in the legislative process. Additionally, the expert will contribute to capacity-building initiatives aimed at strengthening the parliamentary system and enhancing the effectiveness of legislative functions.
Duties and Responsibilities:
Provide expert advice on legislative processes and parliamentary engagement strategies to enhance consensus building among stakeholders.
Facilitate consultative meetings and workshops with parliamentarians, government officials, and civil society organizations to gather input and foster collaboration on legislative initiatives.
Analyze existing legislative frameworks and identify areas for improvement to promote effective governance and accountability.
Develop and implement capacity-building programs for parliamentary staff and members to enhance their understanding of legislative processes and best practices.
Prepare reports and policy briefs summarizing findings and recommendations from consultative engagements and legislative analyses.
Collaborate with UNDP and other partners to align legislative initiatives with national development priorities and the Sustainable Development Goals.
Monitor and evaluate the impact of consultative engagements and legislative reforms on governance and public policy outcomes.
Extensive knowledge of parliamentary systems, legislative processes, and governance frameworks.
Proven experience in facilitating stakeholder engagement and consensus building in a legislative context.
Strong analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with the ability to work effectively with diverse groups of stakeholders.
Demonstrated ability to work independently and manage multiple tasks within tight deadlines.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in political science, law, public administration, or a related field. A Ph.D. in a relevant discipline is preferred but not mandatory. Educational qualifications should be complemented by relevant professional experience in parliamentary affairs or governance.
Experience: A minimum of 10 years of professional experience in parliamentary affairs, legislative analysis, or governance-related fields is required. Candidates should have a proven track record of working with government institutions, civil society organizations, and international development agencies. Experience in capacity building and stakeholder engagement is highly desirable.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is considered an asset, as it facilitates better communication with local stakeholders and enhances engagement efforts.
Additional Notes: The contract duration for this position is set for a total of 50 working days, spread over a period of 17 months, commencing from the date of signing the contract. This position is classified as an individual contractor role, and candidates are expected to submit their proposals directly through the UNDP supplier portal. The deadline for submission is 21-May-26 at 06:00 AM New York time. The position may involve travel within Pakistan, depending on the requirements of the consultative engagements.
