Job Overview:
The position of IC-National Consultant to Rollout the Climate Budget Tagging and Tracking System is crucial for enhancing the financial management of climate-related expenditures in Ethiopia. The consultant will be responsible for implementing a system that tags and tracks climate budgets across various ministries and institutions affiliated with the Climate Resilient Green Economy (CRGE) initiative. This role requires a deep understanding of climate finance, budgetary processes, and the Integrated Financial Management Information System (IFMIS) platform. The consultant will work closely with government officials and stakeholders to ensure that the tagging system is effectively integrated into existing financial frameworks, thereby promoting transparency and accountability in climate spending. The consultant is expected to start immediately after the contract agreement is concluded and will work for a duration of 70 working days, focusing on the rollout to additional CRGE line ministries and their affiliated institutions.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Conducting a thorough assessment of the current budget tagging and tracking processes within the CRGE line ministries.
  • Developing a detailed implementation plan for the rollout of the Climate Budget Tagging and Tracking System.
  • Collaborating with relevant stakeholders to ensure the system aligns with national budgetary frameworks and policies.
  • Providing training and capacity-building sessions for government officials and staff on the use of the tagging system.
  • Monitoring and evaluating the implementation of the system, providing feedback and recommendations for improvements.
  • Preparing and submitting regular progress reports to UNDP and relevant government bodies.
  • Ensuring compliance with UNDP procurement and operational guidelines throughout the project.

Required Qualifications:
Candidates must possess a strong background in public finance management, climate finance, or a related field. A proven track record of working with government institutions, particularly in the context of budget management and climate initiatives, is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to work collaboratively with diverse stakeholders, and excellent communication skills. Familiarity with the IFMIS platform and experience in implementing similar tagging systems will be considered a significant advantage.

Educational Background:
A minimum of a Master's degree in Public Administration, Finance, Environmental Science, or a related field is required. Candidates with additional certifications or training in climate finance or public financial management will be preferred. A strong academic background that demonstrates a commitment to sustainable development and climate action is essential.

Experience:
Candidates should have at least 5 years of relevant professional experience in public finance management, climate finance, or related areas. Experience working with government agencies, particularly in the context of budgetary processes and climate initiatives, is highly desirable. Previous experience in implementing financial management systems or tools, especially in developing countries, will be an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages, particularly Amharic, will be considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is classified as a National Consultant role, and it is open to national applicants only. The contract duration is set for 70 working days, and the consultant is expected to start immediately after the contract agreement is finalized. The position is full-time, and the consultant will be required to work closely with UNDP and government officials throughout the duration of the project. Compensation and benefits will be discussed during the contract negotiation phase.
