Job Overview: The Cybersecurity Specialist position is designed to enhance the institutional cybersecurity framework of the Procurement Service of the Department of Budget and Management (PS-DBM) in the Philippines. The primary objective of this role is to establish comprehensive cybersecurity guidelines, protocols, and governance arrangements that will facilitate secure and consistent implementation of digital initiatives across the agency. The specialist will assess the current cybersecurity posture of PS-DBM, identify gaps and risks, and develop refined cybersecurity guidelines that align with applicable laws and standards. This role also involves strengthening risk management practices, ensuring that cybersecurity considerations are integrated into digital systems and processes, and supporting institutional capacity building through targeted activities and knowledge transfer.
Duties and Responsibilities: The Cybersecurity Specialist will be responsible for a variety of tasks including:
Assessing the current cybersecurity posture of PS-DBM by reviewing existing policies and identifying key gaps and risks.
Developing and refining agency-wide cybersecurity guidelines and standard protocols to ensure consistent implementation.
Defining a risk-based approach to cybersecurity that clarifies accountability and ensures systematic addressing of cybersecurity considerations.
Providing guidance to integrate cybersecurity requirements into digital platforms and data governance practices.
Supporting institutional capacity building through targeted activities and knowledge transfer to ensure effective adoption of cybersecurity guidelines.
Collaborating with stakeholders to promote awareness and understanding of cybersecurity practices within the agency.
Required Qualifications: Candidates must possess at least a Bachelor’s degree in Computer Science, Information Technology, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security, Cybersecurity, Engineering, or a related field. Additionally, relevant professional certifications in cybersecurity or information security are required. Candidates should have a strong understanding of cybersecurity principles and practices, as well as experience in developing policies and frameworks for public sector institutions or large organizations.
Educational Background: The educational background required for this position includes a minimum of a Bachelor’s degree in a relevant field such as Computer Science, Information Technology, Information Security, Cybersecurity, or Engineering. Candidates with advanced degrees or additional certifications in cybersecurity will be viewed favorably, as they demonstrate a deeper understanding of the field and its complexities.
Experience: Candidates should have at least eight (8) years of relevant professional experience in cybersecurity, information security, IT risk management, or related fields. This experience should include direct authorship or lead technical contributions to institutional-level cybersecurity projects or outputs. Experience in government or public sector environments is advantageous, as it provides insight into the unique challenges and requirements of these settings.
Languages: Fluency in spoken and written English and Filipino is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the agency's operations.
