Job Overview: The position of IC National Associate Circular Economy Financing Specialist with Group C LGUs is designed to support local government units (LGUs) in the Philippines in transitioning towards a circular economy. This role involves working closely with various stakeholders to develop financing strategies that promote sustainable practices and resource efficiency. The specialist will be responsible for assessing current financing mechanisms, identifying gaps, and proposing innovative solutions to enhance the financial viability of circular economy initiatives. The assignment period is from June 15 to October 30, 2026, during which the specialist will engage in capacity building, stakeholder consultations, and the development of financing proposals that align with national and local policies on sustainability and circular economy.
Duties and Responsibilities: The duties and responsibilities of the IC National Associate Circular Economy Financing Specialist include:
Conducting comprehensive assessments of existing financing mechanisms for circular economy projects within Group C LGUs.
Collaborating with local government officials and stakeholders to identify barriers to financing and propose actionable solutions.
Developing financing strategies and models that can be adopted by LGUs to support circular economy initiatives.
Facilitating workshops and training sessions to enhance the capacity of LGUs in understanding and implementing circular economy financing.
Preparing detailed reports and presentations on findings, recommendations, and progress made during the assignment.
Engaging with national government agencies and other relevant organizations to align local financing strategies with national policies.
Monitoring and evaluating the effectiveness of implemented financing strategies and providing feedback for continuous improvement.
Required Qualifications: The required qualifications for this position include:
A strong understanding of circular economy principles and financing mechanisms.
Proven experience in working with local government units or similar organizations in the Philippines.
Excellent analytical skills with the ability to assess complex financial data and develop strategic recommendations.
Strong communication and interpersonal skills to effectively engage with diverse stakeholders.
Proficiency in project management and the ability to work independently and as part of a team.
Familiarity with the UNDP procurement processes and guidelines is an advantage.
Educational Background: Candidates should possess at least a Master's degree in Environmental Science, Economics, Finance, Public Administration, or a related field. A background in sustainable development or circular economy is highly desirable. Additional certifications in project management or finance would be beneficial.
Experience: The ideal candidate should have a minimum of 5 years of relevant professional experience in financing sustainable development projects, particularly in the context of local government operations. Experience in developing and implementing financing strategies for circular economy initiatives is highly preferred. Familiarity with the Philippine context and local governance structures will be an added advantage.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Filipino or other local dialects is considered a plus, as it will facilitate better communication with local stakeholders and communities.
