Job Overview: The Emergency Specialist will coordinate the preparation and implementation of the UNICEF Rapid Response (UniRR) program under the guidance of the Emergency Manager in Goma, DRC. This role is crucial for ensuring the survival and well-being of children, mothers, and affected communities during emergencies. The specialist will be responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions within the UniRR framework. The position requires collaboration with UNICEF field offices, partners, and stakeholders to ensure effective program delivery and resource management. The specialist will also oversee the internal UNICEF UniRR task force, ensuring that the program is executed in a coordinated, cost-efficient, and adequate manner, while maintaining oversight of the humanitarian context in Eastern DRC.
Duties and Responsibilities:
Ensure qualitative and efficient implementation of the UniRR program in collaboration with UNICEF field offices and partners.
Maintain oversight of the humanitarian context in Eastern DRC.
Manage partnerships with implementing partners, authorities, and donors, including funds and grants related to the UniRR program.
Monitor and manage resources (supplies and funds) for the UniRR program.
Ensure consistent flow of information on the humanitarian context in the East and provinces where UniRR is implemented.
Facilitate coordination within UNICEF, humanitarian partners, and authorities.
Provide technical supervision of UniRR program focal points and support emergency sections at the Eastern DRC level.
Motivate and develop supervised staff to perform at their best and embody UNICEF's core values.
Required Qualifications: Candidates must possess an advanced university degree (master’s or higher) in fields such as law" style="border-bottom: 1px dotted #007bff !important;">international law, public health in emergencies, nutrition, WASH, international relations, or humanitarian action. A combination of management, administration, and relevant technical fields is preferred. Candidates should have five years of progressively responsible professional work experience in developing countries, specifically in planning, implementing, and monitoring emergency programs within NGO, UN, or IO contexts. At least two years of international experience in complex emergency situations and proven experience in implementing Rapid Response programs are mandatory. Experience in supply and budget management, multi-stakeholder coordination, and developing data management tools is also required. Training experience is an asset, as is proven work experience in the Eastern DRC region.
Educational Background: An advanced university degree (master’s or higher) in relevant fields such as international law, public health in emergencies, nutrition, WASH, international relations, or humanitarian action is required. A combination of management and technical fields is preferred.
Experience: Candidates must have a minimum of five years of progressively responsible professional work experience in developing countries, specifically in emergency program planning, implementation, and monitoring. At least two years of experience in complex emergency situations at the international level, including field-level work, is mandatory. Proven experience in implementing Rapid Response programs and managing supplies and budgets is also required.
Languages: Fluency in spoken and written French is mandatory, along with working proficiency in written and spoken English. Knowledge of the local working language of the duty station is considered an asset.
