Job Overview:
The Programme Manager will oversee the Security Co-operation and Governance Programme, which is integral to the OSCE's mission in Montenegro. This role involves strategic planning, budgeting, and administration of the programme, ensuring that it effectively supports the development of rule of law and law enforcement institutions. The Programme Manager will lead a team of four staff members, providing guidance and performance management. The position requires a proactive approach to liaising with various stakeholders, including government ministries, international organizations, and civil society, to foster cooperation and gather information relevant to the programme's objectives. The Programme Manager will also be responsible for preparing policy papers, speeches, and briefing materials, ensuring high-quality outputs that align with OSCE standards.

Duties and Responsibilities:

• Manage the Security Co-operation and Governance Programme, including strategic planning, budgeting, monitoring, and evaluation.
• Lead and manage the performance of the programme's staff, ensuring effective teamwork and professional development.
• Provide expert advice to ministries and law enforcement institutions to support sustainable security sector reform.
• Liaise with senior officials, international organizations, and civil society to enhance cooperation and information sharing.
• Coordinate with other OSCE programmes to ensure synergy and effective communication.
• Prepare high-quality written materials, including policy papers and speeches, adhering to OSCE standards.
• Perform additional duties as required by the Head of Mission or Deputy Head of Mission.

Required Qualifications:
Candidates must possess a first-level university degree in security studies or law, along with significant work experience in criminal justice or law enforcement. A minimum of six years of relevant professional experience is required, demonstrating expertise in justice and security sector reform. Strong management, organizational, communication, analytical, and interpersonal skills are essential. Candidates should also have the ability to identify and analyze security problems and propose effective solutions.

Educational Background:
A first-level university degree in security studies or law is mandatory for this position. This educational background should be complemented by substantial work experience in the fields of criminal justice and law enforcement, ensuring that candidates are well-equipped to handle the complexities of the role.

Experience:
The position requires a minimum of six years of relevant professional experience, particularly in the areas of justice and security sector reform. Candidates should have a proven track record of managing programmes and personnel, as well as experience in policy formulation and project management. Previous international work experience and familiarity with field operations are highly desirable.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Knowledge of the local language in Montenegro is considered an asset, as it can enhance communication and cooperation with local stakeholders.

Additional Notes:
This position is classified as a Senior Professional role under the OSCE's international secondment contract type. It is a full-time position based in Podgorica, Montenegro, with a fixed-term contract.
